Job Title: Site Contract Manager

Job Summary:

The Site Contract Manager supports the project and construction team on all site-related contractual issues during the construction and commissioning phase of a state-of-the-art, high-efficiency gas-fired power plant. The role involves identifying potential delays, claims, and changes early, collecting and documenting relevant information, and ensuring successful claim and change management with subcontractors and customers. The Site Contract Manager works closely with site-based and headquarter functions to build claim files and prepare negotiations with third parties, including customers, partners, subcontractors, and suppliers.


Key Responsibilities:

General Site Responsibilities:

  • Full-time, site-based role (Monday to Friday, 40 hours/week) with occasional weekend meetings (paid overtime).
  • Attend and actively participate in site meetings to track and manage contractual issues.
  • Coordinate and administer all commercial issues at the site with customers, consortium partners, and subcontractors.
  • Communicate contractual and commercial risks to the Project Manager (PM), Site Installation Manager (SIM), and Project Contract Manager (PCM).

Subcontract Management:

  • Establish and maintain event logs, risk registers, and claims registers using an automated system.
  • Prepare and track notices, claims, counterclaims, and change orders in collaboration with the project team.
  • Support negotiations for claims and change orders.
  • Administer nonconformance management processes and support back-charge recovery from subcontractors and suppliers.
  • Oversee commercial aspects of site purchasing activities.
  • Supervise payment application verifications and issue Payment Certificates or Milestone Achievement Certificates as required.
  • Support re-measurement and tracking of the bill of quantities.

Contractual Compliance & Documentation:

  • Ensure proper documentation and storage of site history records, including daily activity reports and subcontractor work records.
  • Critically review site progress reports and ensure key events are documented.
  • Maintain proper document templates, ensuring confidentiality disclaimers are in place.
  • Provide contract interpretation and guidance to site teams to ensure compliance.
  • Track all site delays, costs, damages, and scope issues and propose mitigation plans.
  • Monitor contractual milestones and review project schedules to identify variances.
  • Process delay and claim notifications in a timely manner.
  • Implement and manage extra work processes for design modifications, repairs, and replacements.

Insurance & Risk Management:

  • Assist in managing insurance claims for site issues, including notifications, documentation, and coordination with insurance adjusters.
  • Maintain event logs associated with insurance claims.
  • Track notifications and contractual deliverables, including major milestones and claims logs.

Reporting & Coordination:

  • Attend and contribute to daily, weekly, and monthly site management, commissioning, and progress review meetings.
  • Generate and distribute signed minutes of meetings.
  • Provide updates on delays, costs, damages, and disputed issues.
  • Coordinate with site disciplines to identify potential delays and claims.
  • Prepare and submit a weekly Site Contract Management progress report, including:
  • Major safety incidents
  • Significant quality issues and action plans
  • Status of quality-related RCAs, NCRs, etc.
  • Progress pictures of installation and construction
  • Delays due to EPC, GEV, or Owner
  • Equipment delivery status for Consortium and Owner
  • Open claims status with cost tracking
  • Letter log between Consortium and Owner

Other Duties:

  • Perform additional site duties as required by the SIM, PM, or PCM.
