As theSimulation & Modeling Engineer supporting our Navy customer at Naval Base Kitsap-Bangor in Silverdale, WA, you will play a vital role in enhancing operational efficiency through data-driven reporting, IT solutions, and optimized SharePoint environments for shipyard operations and provide support with business intelligence solutions, software testing, SharePoint development, course development, and IT project management.
Serco supports the US Navy's Shipyards and Naval Industrial Base efforts related workforce/workload management, logistic services, business operations, and total force initiatives in support of shipyard Corporate Project Execution, support, and workforce training. Serco will provide the technical scope and associated tasks for support of NAVSEA's LEAN Process/Performance Improvement initiatives, Project Management National Value Stream directive, broader Project Management and Industrial Operations support, Coaching and Development for Deck-plate Project Team Performance, Environmental, Safety and Health program support, and miscellaneous support to the NAVSEA Team headquarters regarding industrial operations and management.
In this role, you will: - Work with stakeholders to identify project requirements, create documentation (requirements, functional specs, workflows, wireframes, mocks), and collaborate with developers to meet project deadlines.
- Define and track use cases, testing cycles (Functional & UAT), and production deployments for various projects.
- Provide summary reports to identify bugs, issues, and necessary adjustments during the testing cycle.
- Coordinate stakeholder training, implementation, and documentation for new business solutions.
- Utilize Agile and Waterfall methodologies for managing software development lifecycles.
- Develop and manage Web Intelligence and Business Objects reports using SAP and Oracle-based Business Objects applications.
- Provide data-driven solutions for shipyard scheduling, budgeting, and performance tracking.
- Support business process improvements through data analytics and automation.
- Assist in transitioning manual, labor-intensive inventory processes into state-of-the-art enterprise fulfillment systems.
- Redesign and develop modernized SharePoint environments to enhance accessibility, collaboration, and document management.
- Migrate legacy SharePoint sites and create a centralized hub for shipyard personnel to access metrics, reports, and resources.
- Maintain SharePoint permissions, workflows, document libraries, and system backups to support operational efficiency.
- Identify and define project requirements with stakeholders, developing functional and user acceptance testing (UAT) plans.
- Conduct and manage testing cycles for platform upgrades, content management systems (CMS), and enterprise business applications.
- Track defects, issue tickets, and system enhancements using software like Gemini and other tracking tools.
- Maintain communication with development teams to ensure software meets operational requirements before deployment.
- Develop online courses using a PERL-based Content Management System (CMS) and deploy content using FTP programs.
- Utilize Macromedia Dreamweaver, Adobe Photoshop, and Illustrator to create and enhance course content.
- Establish course development standards and oversee the publishing of online content.
- Manage Instructor, partner, and student web portals, ensuring proper functionality and resolving issues/bugs.
- Develop automated reports using Microsoft SQL Server, generating and exporting data for key stakeholders.
- Maintain legacy PERL-based systems and support database operations, including data backups, security, and automated reporting.
- Support software development lifecycle tracking, working with developers and business users to maintain smooth system functionality.

- Faculty Centers
- Internal Administration
Qualifications To be successful in this role, you will have: - An Active or Current Interim DOD Secret Clearance
- US Citizenship
- Bachelor's Degree
- 5 years of experience (Experience in IT, business systems analysis, SharePoint/web development, software testing, course development, and project management highly preferred)
- Strong expertise in SharePoint development, Business Intelligence tools (SAP/Oracle Business Objects), database management (SQL Server), and web-based applications.
- Experience in software testing (Functional & UAT), IT project documentation, and stakeholder collaboration.
- Experience with Tecnomatix and/or other similar database programs.
- Experience with Waterfront Refit Simulation and Closeout.
- Ability to analyze, test, and implement business solutions for shipyard and government operations.
- Strong understanding of Software Development Life Cycle (SDLC) methodologies, including Waterfall and Agile.
- Proficiency in MS Word, Excel & PowerPoint.
- Excellent analytical, communication, and project management skills.
- Ability to travel up to 10% of the time.
Additional desired experience and skills: - Active or Current DoD Secret clearance
- Expertise in business systems analysis, software development, content management, web development, testing cycles (Functional & UAT), and database management.
- Experience supporting Navy shipyard IT projects and government contract work.
- Proficiency with SharePoint Online, Power BI, Power Automate, and Power Apps.
- Certifications in Project Management (PMP), Business Analysis (CBAP), SharePoint Development, or SQL Database Administration are a plus.
