The individual will serve as the Modernization Engineering Analyst (Submarine), you will provide programmatic support to one of our NAVSEA customers along with providing Engineering and Technical support services for the oversight, analysis, evaluation, maintenance and review of Submarine Hull, Mechanical and Electrical Professional (HM&E) modernization management and planning documentation. This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Strategic Submarines (PEO SSBN), and Team Submarine. This position is available immediately. Salary is dependent on experience and education. Be the primary customer contact for all activities, regularly meeting with and updating the customer on project status. Coordinate the review of Ship Alteration (SHIPALT) documentation with the TYCOMs, Planning Yards, SUPSHIPs, NAVSEA technical codes and field activities
Support development of metrics to track submarine modernization development, including alterations, LARs, DFSs, correspondence response, commitment, and action item tracking.
Support program review sessions with customer to discuss cost, schedule, and technical performance. Maintain modernization documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
Review presentations, briefs, and formal correspondence for NAVSEA review and final approval.
Maintain applicable Plans of Actions and Milestones (POA&M) as directed/required.
Interface with stakeholders to identify, assign, and track action items, leveraging initiatives to benefit submarine modernization support. Collect information and provide recommendations to senior decision-makers through well-written documents.
Communicate with various Program Office representatives within NAVSEA, SSP, contracting entities and other Department of Navy organization in supporting PM concerns.
Coordinate with the technical community and develop white papers and presentations for the Government and the Navy on program status or issues impacting the program.
Provide Subject Matter Expert (SME) support and assist the Government with technical analyses, inquiries, research, testing, data validation for any matters relating to US submarines. Conduct Meeting Administration (generate and distribute agendas, minutes, action items, etc.)
Organize and maintain Program tracking files/tools on program status, actions items and issues. Attend meetings and program reviews, provide presentations, written materials, and/or electronic communications with foreign country representatives from one of more countries. This may include interfacing with foreign liaison officers located at US Navy and/or contractor facilities.
Provide timely and efficient responses for all urgent tasking.
Support the team in performing additional duties and responsibilities as assigned.
Ensure program correspondence and deliverables are in accordance with Quality Assurance Program. Required education and experience: A Bachelor's Degree in a business or technical field. An Associate's Degree and 2 years of additional experience will be considered in lieu of Bachelor's Degree or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
8 years of experience in program management. Preferred education and experience: Experience in engineering or program management with Navy/NAVSEA/Shipyard highly preferred.
Experience working with modernization of U.S. Navy ships and equipment is highly desired. Specifically, Navy/NAVSEA/Shipyard experience is desired.
Experience with submarine systems, equipment, operations, maintenance, or other submarine activities.
Familiarity with key stakeholders including Naval Sea Systems Command (NAVSEA), Planning Yards (PYs), Supervisor of Shipbuilding (SUPSHIP), Submarine Type Commanders (TYCOMs).
Familiarity with modernization documents including Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), Justification Cost Forms (JCFs), and Government Furnished Information (GFI) requests in the appropriate data information systems.
Experience reviewing technical documents.
Experience writing to the Naval Correspondence Manual. Competencies: Proficiency in Microsoft Office, specifically PowerPoint, Word, Excel, and Outlook.
Great verbal and written communication skills.
Ability to work independently.
Understanding of project management fundamentals including critical path items, risk management, and long lead time items.
