Largo, MD 20774 Work will primarily occur at the Government offices, with limited remote opportunities. The County may alter work locations and schedules as needed. SUPERVISORY RESPONSIBILITY
While the consultant will not have direct supervisory authority, the role involves high-level technical responsibility. Direction of activities of other staff and consultants will reside with the Network Telecommunications Manager and the Enterprise Architecture Associate Director. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES Telecom Systems Management
Administer Avaya Communication Manager, Session Manager, Call Center Elite, and associated gateways.
Maintain enterprise trunking (PRI, SIP), dial plans, and voice traffic monitoring.
Ensure QoS and system resilience across environments. Cloud & Unified Communications
Lead migration from Avaya to Microsoft Teams Phone.
Configure Teams Phone features (Call Queues, Auto Attendants, Clients).
Coordinate with infrastructure, security, and Azure AD teams. Monitoring & Troubleshooting
Analyze voice performance (MOS, jitter, latency, packet loss).
Resolve Tier 2 and Tier 3 issues between Avaya, Microsoft Teams, and Clients.
Maintain documentation of system configurations and procedures. Security & Compliance
Ensure adherence to VoIP encryption, HIPAA, and PII protection.
Collaborate with InfoSec on UC-related threats. Tools & Platforms
Manage Avaya and Microsoft licensing.
Utilize ITSM tools (e.g., ServiceNow, EasyVista).
Document system architecture using Visio, Lucidchart, and Excel.
Strategic and Vendor Engagement
Participate in telecom lifecycle planning and budgeting.
Engage with vendors and partners for service delivery and optimization. MINIMUM QUALIFICATIONS
Experience: 7-10+ years in enterprise telecom and unified communications.
Certifications: ACIS or ACSS (Avaya)
Microsoft Teams Voice Engineer Associate (MS-720)
Technical Skills: Deep knowledge of Avaya and Microsoft UC platforms.
Expertise in SIP, Clients, QoS, VLANs.
Experience with PowerShell scripting, Intune, and endpoint provisioning.
Familiarity with compliance standards (E911, HIPAA, CALEA). WORKING HOURS
Core schedule: 7:00 a.m. - 6:00 p.m., Monday-Friday, 40 hours/week.
Must be available 24/7 for emergencies and critical incidents.
Support during evenings and weekends may be required for maintenance or special projects. DURATION

Bachelor's degree in Computer Science, Telecommunications, or related field is preferred.
Equivalent experience and professional certifications may substitute for formal education. PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS
Primarily office-based work with extended periods at a computer workstation.
Requires the ability to remain alert and respond promptly to system incidents.
Must handle high-pressure situations with strategic problem-solving and clear communication.
