The Senior Systems Analyst providessolutions to deliver and support DA services, and ensures that businessapplications are delivered and managed effectively through their lifecycles. The person in this role is also works withInformation Technology (IT) Infrastructure Services to ensure cloud and/orserver platform and security needs of applications are met. In coordinationwith the IT Project Management Office, the person in this role will assist indefining project scope, requirements, and timeline.

Generally, the hiring range is $97,485-$121,856 annually. Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIALDUTIES AND RESPONSIBILITIES:
  • Key duties and responsibilities of this Senior IT Systems Analyst position include, but are not limited to, the itemslisted below.
  • Consult with business staff on process and service improvements enabled by information technology
  • Elicit and document business and stakeholder requirements
  • Analyze documented business requirements and develop solution requirements
  • Evaluate fit of in-use solutions and available market alternatives to solution requirements
  • Develop and enhance solution architecture
  • Develop solution designs consistent with solution architecture
  • Develop test plans and scripts (user acceptance, system, integration, unit, migration, availability/capacity/performance, disaster recovery, etc.)
  • Install software onto existing infrastructure
  • Configure software applications
  • Test software applications to verify correct installation and configuration
  • Test software application backup/restore, failover, and disaster recovery
  • Maintain CMDB, runbooks, and other documentation to facilitate effective application lifecycle management
  • Plan and implement change to software applications
  • Monitor and manage software application availability, capacity and performance
  • Respond to and mitigate incidents related to software applications
  • Investigate and correct problems related to software applications
  • Develop deployment, roll-back, cutover, migration, upgrade and other technical plans; collaborate with Project Managers on project WBS and schedule
  • Provide defined business services
  • Works within the defined ITIL Processes (Change, Problem and Incident)
  • Performs other duties as assigned including, but not limited to participating in projects where their skills are applicable. This could include, but are not limited to, work on business intelligence efforts, workflow, and web page content management.
SUPERVISION RECEIVED: Works under generaldirection within a clear framework of accountability. Exercises substantialpersonal responsibility and autonomy. Plans own work to meet given objectivesand processes.

SUPERVISORYRESPONSIBILITIES: This position may have supervisory responsibilitiesdelegated from an IT Manager, and functions in a lead capacity in collaboratingwith cross-functional teams.

INDEPENDENT JUDGMENT: Work includes a broadrange of complex technical or professional activities, in a variety of contexts. Makes decisions which influencethe success of projects and team objectives.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:
  • Bachelor's degree in MIS, Computer Science, or a closely related discipline is preferred
  • Six years' experience in an internally focused IT role supporting business applications is required
  • Six years' experience with platform development, configuration, testing and support of COTS, SaaS or PaaS applications is required
  • Experience with local government business is preferred
  • ITIL certification, Prosci certification, Lean Six Sigma (or similar) certification is preferred
KNOWLEDGE, SKILLS ANDABILITIES:

Knowledge:
  • Ability to gain considerable knowledge of the Criminal Justice system to include law enforcement and prosecution practices/procedures.
  • Ability to discuss/explain/analyze system needs and applications of an often-complex nature with users at varying levels of technology interest and ability.
  • Ability to respond quickly to changes and perform multi-tasking in a dynamic work environment.
  • Demonstrated organizational, time management and creative thinking skills.
  • Ability to work in highly collaborative team environment.
  • Abilityto establish and maintain effective working relationships with superiors,fellow workers, outside agencies' computer personnel and users; ability tocommunicate effectively, both orally and in writing.
Skills:
  • Extensive knowledge and experience with Power BI.
  • Ability to design, create, and maintain flows in Power Automate Desktop and Power Automate.
  • Extensive knowledge of and ability to use SQL Server & SQL Management Studio, Transact SQL, DTS, SSIS. SSRS
  • Working knowledge of windows server operating systems
  • Extensive Knowledge of WordPress Content Management System (CMS)
  • Working knowledge of SharePoint Online, SharePoint Lists, and the Power Platform.
  • Tailors' processes in line with agreed standards and evaluation of methods and tools. Reviews and improves usage and application of methods and tools.
  • Extensive Knowledge in Requirements Definition and Management
  • Extensive knowledge of Software Design best practices
  • Extensive Knowledge in defining and executing testing strategies. modifies tests if necessary. Provides reports on progress, anomalies, risks and issues associated with the overall project. Reports on system quality and collects metrics on test cases. Provides specialist advice to support others.

  • Effectively establish and maintain relationships with outside entities such as CDAC, other District Attorney's Offices, Douglas County IT, OIT, Law Enforcement Agencies, Vendors, etc.
CERTIFICATIONS, LICENSES & REGISTRATIONS:
  • Thisposition requires successful completion of a criminal background checkincluding fingerprinting through a national database.
  • Must possess a validColorado Driver's License upon hire, with complying insurance. Review of motor vehiclerecord is required at time of hire and periodically throughout employment.
WORKENVIRONMENT:

Physical WorkEnvironment: Work is generally performedin a typical office environment. Drives to various County buildings as needed.Ability to work beyond scheduled hours and respond to production issues andbusiness needs in a time critical manner is required.

Physical Demands: Position is primarily sedentary. Requires theability to communicate clearly and professionally, understand and be understood.Frequent computer use.

Material and EquipmentDirectly Used: Personal computer, telephone, iPad or similar device, officeequipment such as scanner, copies, and fax machine. May use audio/visualequipment for presentations.
