Mayvin is currently seeking an experienced Senior Subject Matter Expert for Command, Control, Communications, and Computers (C4) at Fort Belvoir, VA. The SME (C4) is a consummate Acquisition Professional, supporting an Assistant Program Manager (APM) and the commodity team to deliver outstanding Program Management services to DoD customers and stakeholders. The SETA provides this support across both Acquisition and Technical subject areas. You must be a U.S. citizen. Top Secret/SCI clearance is required. Responsibilities: Provides technical guidance and advisory assistance in the preparation of supporting acquisition documentation including a Statement of Objectives (SOOs), Statement of Work (SOW) requirements, procurement plans, program descriptions, technical specifications, and other required solicitation information. Reviews Request for Proposal (RFP) packages for conformance with all aspects of relevant procurement regulations, prepares technical evaluations, and validates independent government cost estimates (IGCE). Provides technical assistance in vendor/acquisition contractor proposal evaluation, COTS/GOTS product analysis, source selection, acceptance testing, and performance monitoring against established benchmarks. Develops metrics, tracks performance, periodically reports performance metrics, and recommends/oversees the implementation of improvements. Reports on and/or manages the delivery and training for SOF operational initiatives resourced by the clients (lifecycle). Provides SOF operational planning expertise and develops sustainment plans for the government client's operational strategy in coordination with external organizations as required. Provide the client's leadership with situational awareness of all deployed SOF operational initiatives including their resource status, effectiveness, and ownership (tactical, operational, and strategic). Possess current knowledge of all work in progress under the specific Program and be capable of discussing items or issues related to Program. Coordinate with customers and supporting organizations in the development of efforts and the management of effort execution. Establish logistics pathways and track the delivery of end items through the procurement process until delivery to the end user. Gathers required documentation and creates effort entries in the organizational database to manage all efforts in a given fiscal year. Qualifications: Bachelor's Degree A minimum of 12 years of experience in a directly related area, during which both professional and technical capabilities have been clearly demonstrated. Experience with government and DoD Acquisition Management systems to include: requirements analysis, configuration and management, maintenance, and security. Must be familiar with OSD network policies and exceptions to policy. Strong communication, organizational, creative, analytical and problem-solving skills. Good interpersonal and presentation skills for interacting with team members, clients and company management. Ability to handle multiple tasks simultaneously and switch between tasks quickly. Ability to work in a team environment. Ability to deal with ambiguity and change. Ability to create and maintain formal and informal networks. Willingness to travel (10-25%). Preferred Qualifications: Advanced degree DAWIA Level II or III or current equivalent (Program Management Advanced Certification) Technical expertise relating to line-of-sight (LOS) and over-the-horizon (OTH) communication systems/architectures and/or computer network infrastructure implementation and security.
