Description ABOUT THE POSITION: The City of Monterey is hiring for two (2) full-time Senior Project Managers in our Public Works Department. Application Process A limited number of applicants who clearly show that they most closely meet the needs of this position in terms of training, experience, education, and other job-related characteristics will be accepted to participate in the selection process. This process will include evaluation and initial screening of the standard on-line City application to determine which candidates progress to the next phase of the recruitment process. The subsequent selection process may include a written test/written exercise, performance exercise, panel interview, and a final departmental interview. As a condition of employment, the selected candidate may be required to successfully pass a physical exam including a drug screen, a Livescan fingerprint background check, and a reference check. The Human Resources Department reserves the right to make changes to components of the examination process. Candidates who successfully complete all phases of this recruitment process will be placed on an eligibility list. The eligibility list is active for 12-months and may be used to fill additional positions including lower-level positions determined to have similar duties and requirements. DISTINGUISHING CHARACTERISTICS: This an advanced journey-level management classification. The Department Head, City Engineer, Senior Engineer, and/or similar positions provide general direction in terms of project objectives and resolution of technical issues or financial constraints. Incumbents may lead professional and technical personnel on a team or project basis. The Senior Project Manager is expected to work independently and manage a wide range of multiple projects and programs from beginning through construction. The classification of Senior Project Manager is distinguished from the classification of Project Manager in that the former serves as the program team leader and performs the most complex and highly skilled planning, budgeting, and program management work while the latter is the journey level in the project management series. Examples of Duties ESSENTIAL FUNCTIONS:Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Direct, prioritize, coordinate, and monitor projects. Develop scopes of work for projects and programs. Work with architects, engineers, contractors, and/or other professional consultants. Oversee work prepared by direct reports, and design consultants. Perform supervisory tasks for assigned employees to include review, evaluation, praise, discipline, and development of training programs. Plan, prioritize, assign, supervise, review, and participate in the work of assigned staff that are responsible for project management of projects. Review submittals and invoices to ensure projects are staying on schedule and on budget. Review plans, specifications, and estimates for the construction of streets, storm drains, sewers, buildings, parks, harbor projects, street lighting and other facilities. Prepare notice to bidders, respond to questions, issue addendums, obtain bids, and evaluate bid proposals. Respond to submittals, requests for information, and potential change orders. Monitor contingency budget and keep log of potential and executed change orders. Track contract time, review daily reports and issue weekly statements. Schedule inspection and material testing. Meet with City, State and other officials to resolve any issues or concerns affecting projects. Analyze issues or problem related to planning, implementing or completing project work and develops and implements solutions. Prepare and compile staff reports, and make presentations to Council, and Commissions. Confer with management and provide technical advice on the potential impacts of projects such as those related to staffing, budgets, organization and workflow and contract or regulatory compliance. Provide information to the public on current and planned projects. Interact with other City departments, federal and state agencies, architects, engineers, contractors, utilities, neighborhood representatives, and the public in a professional manner. Coordinate constructability/bid-ability reviews of projects. Prepare and administer budgets; oversee cost estimate for project budget recommendations; monitor and control expenditures. Develop and review project schedules and ensures projects meet scope, cost and schedule benchmarks for projects varying in size and complexity. Manage on-call contract task orders for design, surveying, environmental monitoring. Conduct meetings with contractors, design engineers, utility owners, and other stakeholders to coordinate projects, and resolve disputes. Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff. Maintain confidentiality of work-related issues and City information. Perform other job-related duties within the scope of this job classification as assigned. Typical Qualifications MINIMUM QUALIFICATIONS: Education and Experience: An undergraduate (4-year BA/BS level) degree in construction management, civil engineering, land surveying, architecture, or related technical field plus a minimum of seven (7) years' experience in engineering or construction having responsibility for project management. OR A qualifying 2-year undergraduate degree (AA/AS level) plus a minimum of ten (10) years 'experience in engineering or project management, including at least three (3) years of experience in public works. An equivalent combination of education and experience may be considered. LICENSE AND CERTIFICATION: Must possess a valid California Driver's License upon the time of appointment and be insurable with the City's standard insurance rate, unless otherwise approved by appointing authority. Federal aid and other grant funding requirements. Computer software including Autocad, Microsoft Office programs and commonly used project management software. Developing and administering a project budget and analyzing expenditures related to the assigned project area. Developing and delivering presentations before legislative bodies, community groups and the general public. Interpreting and applying codes, regulations, laws, policies, procedures, and guidelines. Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
