Job Description:


An exciting opportunity exists for a Senior Program Manager and Technical Advisor focused on water and wastewater projects and programs across Texas and the central region. This role provides a strategic business opportunity to help grow market share by delivering world-class water & wastewater infrastructure planning and design services for large projects and programs.


Key Responsibilities:



  • Lead major projects or programs from planning through construction, presenting updates to clients and supporting decision-making.

  • Provide oversight of program schedule and budget using internal processes, and manage large inter-discipline teams.

  • Lead a team providing technical solutions for water supply/treatment/distribution, wastewater collection/treatment, biosolids management, recycled water, water quality regulations, and utility infrastructure systems.

  • Provide recommendations on client processes, organization, and readiness for major programs and alternative project delivery.

  • Support risk-based assessments for capital improvement programs.

  • Provide project execution, quality control, and technical leadership for large water and wastewater projects.

  • Lead and provide technical expertise for marketing and business development.

  • Support pursuit, proposal, and project interview activities.

  • Develop relationships with clients and decision-makers in Texas.

  • Mentor professionals and support team growth through recruitment.


Preferred Qualifications:



  • Professional Engineer (PE) license in Texas.

  • 20+ years of relevant water engineering experience (planning, design, construction).

  • Experience managing large water and wastewater programs and projects.

  • Knowledge of water and wastewater conveyance and treatment regulations.

  • Proficiency in technical and thought leadership for water and wastewater infrastructure systems.

  • Excellent verbal and written communication skills in client-facing roles.

  • Experience overseeing technical tasks and project teams.

  • Proficiency in report writing and PowerPoint presentations.

  • Strong written and verbal communication skills, team and independent work.

  • Willingness to travel to project sites and client meetings.


Minimum Qualifications:



  • Bachelors degree or equivalent experience.

  • Ability to complete pre-employment onboarding requirements (background, drug screen, etc.).


Work Environment/Physical Demands:



  • Hybrid work schedule: 3 days in office and 2 days remote.

  • Typical office and construction environments, including exposure to weather, noise, hazards, and atmospheric conditions.

  • Ability to sit, walk, talk, hear, read, write, keyboard, drive, file, reach, stoop, crouch, bend, stand, and lift/carry up to 40 pounds.
