Applied Research Solutions has an exciting opportunity for a Program Manager, Senior located at Wright Patterson AFB, Dayton, OH. The Program Manager will provide PM support to the F-15 Division. The F-15 Division is responsible for management and professional services, engineering and technical services, and studies, analyses, and evaluations to accomplish the unit's mission to design, develop, integrate, test, produce, deploy, modernize, sustain and support U.S. and FMS F-15 fighter aircraft weapon systems and subsystems. Responsibilities Include: Apply DoD and USAF acquisition regulations, policies, and procedures.
Manage full life cycle acquisition, including subsystem and equipment integration.
Develop and coordinate acquisition documents such as MOAs, MOUs, SOOs, PWSs, SOWs, and RFPs.
Review and consolidate inputs from financial, procurement, engineering, and logistics teams.
Participate in process improvement initiatives within Integrated Product Teams (IPTs).
Assist in programmatic data collection and management for defining and upgrading F-15 configurations.
Provide advisory support for program source selections.
Assess program progress and communicate recommendations to leadership.
Support milestone documentation development and acquisition strategy planning.
Assist with contract strategies, risk assessments, and Work Breakdown Structures (WBS).
Develop life-cycle cost estimates and executive briefings.
Analyze program strategies and assist in acquisition decision-making.
Support documentation development for Joint Capabilities Integration and Development System processes.
Assist in translating user requirements into RFP documentation.
Provide technical and programmatic support for USAF and FMS stakeholders.
Review and analyze Earned Value Management (EVM) systems.
Support the directorate/division self-assessment program and compliance tracking.
Manage risk, cost, and schedule performance for Operational Flight Program (OFP) development efforts.
Provide expertise for FMS programs at various acquisition stages, including planning, execution, delivery, sustainment, and closure.
Ensure compliance with security assistance policies and legislation.
Assist with Price and Availability (P&A) assessments and LOA development.
Support acquisition document reviews, export licensing, and Government responses.
Utilize Defense Security Assistance Management System (DSAMS) and other tracking systems.
Provide acquisition expertise to Security Assistance Program Managers (SAPMs) and functional teams.
Track program milestones and corrective actions.

Qualifications/Technical Experience Required: Experience in acquisition program management within DoD and USAF.
Understanding of acquisition regulations, including ITAR and AECA for FMS roles.
Strong skills in milestone documentation, contract strategy development, and program assessment.
Ability to coordinate and consolidate inputs across various functional teams.
Experience in risk management, scheduling, and cost analysis.
Familiarity with DSAMS, Security Assistance Manpower Requirements System, and other FMS tools.
Experience Requirements: Must be US Citizen
Must have an active Secret security clearance
Advanced Degree (Master of Arts (MA)/Master of Science (MS and 12 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
OR, BA/BS degree, and 15 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
OR, 20 years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, 8 of which must be in the DoD.
