Leidos is designing, developing, deploying, and operating a DoD-wide Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) workflow management platform for Open Source Intelligence (OSINT). As the Senior OSINT Technology SME on our team, you will play a critical role in ensuring the platform is designed and built to maximize mission outcomes with innovative applications of AI/ML, is user-friendly, and adheres to IC standards, policies, and practices. We integrate off the shelf and new development efforts to sustain and enhance existing architecture and by leveraging cloud-based computing, artificial intelligence (Al), machine learning (ML) and cross-domain transfer systems to provide cutting edge requirements management, task coordination, data exploitation, enrichment, triage, and analytics capabilities to Defense and Intelligence Community members. Our program advances the state of the art in mission-focused big data analytics tools and micro-service development spanning the breadth of Agile sprints to multiyear research and development cycles. While the work is primarily conducted on-site at our client locations in Bethesda, MD and Reston, VA, we offer a flexible schedule and, occasionally, some tasks may be performed remotely. Percentage of remote work will vary based on client requirements/deliverables. As the team's OSINT Technology Subject Matter Expert, you will work closely with Systems Engineers, Software Engineers, Architects, Program Management as well as Government counterparts and Partner companies to perform requirements analysis, technology evaluations, craft innovative technology integration user stories with the Workflow Management Integration Lead on process workflow analysis and design and integration of statutory and policy-based standards. You will lead and coordinate engagements with stakeholders (system owners, users, government leadership), prepare and deliver system capability briefs, participate in requirements definition and user story development, and promote technology adoption through demonstrations, briefings, and user familiarization sessions. You will work closely with program leadership, system architects, systems, software, and test engineers on the following key tasks: Define OSINT business flows, sequencing, and process flowcharts for technical platforms, system specifications, input/output and working parameters for software compatibility.
Gather user stories from stakeholders and practitioners within the OSINT community to drive feature development.
Be the team's subject matter expert on OSINT standards, practices, norms, policies, and laws; ensuring these are incorporated into system design and delivery by architects, engineers, and developers.
Prepare, maintain, and deliver system capability briefs
Organize and lead system demonstrations to stakeholders.
Perform process analysis tasks within time-boxed (e.g., agile) sprints and releases. Support sprint and release planning activities as well as the creation of and/or input to work tickets (e.g., JIRA) as well as program/system documentation using collaboration software (e.g., Confluence)
Obtain solid understanding of software features in order to communicate program progress for current and upcoming releases.
Participate in Agile ceremony meetings with the software development teams and document minutes/actions/status.
Identify innovative processes and solutions that are suitable for automation or augmentation and articulate them to the development team.
Assist with identifying and supporting external dependencies where needed. You bring enthusiasm, initiative ideas and meet the following qualifications: Bachelors degree or equivalent experience with 15+ years in intelligence community operations and leading technology product RDT&E.
Experience leading and evangelizing enterprise management technology initiatives, especially across Defense Intelligence Enterprise.
Active Top Secret security clearance with the ability to obtain and maintain a TS/SCI with Polygraph
At least 8 years' direct experience working within the OSINT technology field leading the collection, management, and AI/ML exploitation of Publicly Available and Commercially Available Information (PAI/CAI) to promote strategic and tactical decision making.
At least 5 years' direct experience operating, evaluating, and developing commercial OSINT collection and analytic technologies.
Experience building and delivering capability briefs to IC standards
Experience mapping innovative user stories to intelligence mission objectives.
Expert knowledge of OSINT strategies, industry practices, advanced techniques, and solutions
Ability to work collaboratively as a leader and contributor to Agile scrum teams of data scientists and engineers focused on developing mission IT applications.
Excellent verbal and written communication skills
Ability to excel in a dynamic, fast-paced environment
Demonstrated ability to participate in cross-functional planning, coordination, and task execution You will wow us even more if you have: Project Management Professional certification
Experience with IT Project Management with a strong background in Agile methods and federal project coordination.
Experience with Gitlab, JIRA, Confluence, and gliphy or similar diagraming tools.
Software development and requirements documentation experience with programming languages such as Python, Java, and React
Experience with big data applications
Experience with various Managed Attribution applications
