Senior Operations Research (OR) Analyst Make an impact with Anglicotech.
We are seeking a Senior Operations Research (OR) Analyst who will thrive in a challenging, rewarding, process-oriented environment supporting the Marine Corps Installations Command (MCICOM) Installation Analytics Branch. The Installation Analytics (IA) branch supports strategic decisions by leveraging data in a common data environment and applying advanced analytical methods in accordance with DoD and commercial analytics best practices for strategic installation policy decision support to deliver ready forces over time through the Planning, Programming, Budgeting and Execution (PPBE) process.
This person will conduct predictive analysis to forecast requirements for future infrastructure and installation services resourcing and timelines. This includes the use of operations research techniques and methods to support cost and schedule estimates, and other predictive analytic tools and methods to identify trends, patterns, and potential future outcomes.
Location:
- This position is located in Arlington, VA with up to 25% travel to Installation Regions located on the East/West Coasts of the U.S. and in the Pacific.
Salary:
- $124,000 - $162,000 (depending on experience and education)
Responsibilities:
- Conduct predictive analysis and refine/update models to forecast future infrastructure and installation services requirements and resources to support the Marine Corps Future Force, tenant requirements, and families. This will include the use of operations research techniques and methods, machine learning models, and other predictive analytics tools to identify trends, patterns, and potential future outcomes.
- Refine the predictive infrastructure model that focuses on lifecycle management including incorporating known funding levels, known facility investment plans (supportive of military construction both new mission/footprint and recapitalization , restoration and modernization, sustainment, and demolition requirements) and incorporating the Marine Corps' Facility Investment Strategy (FIS).
- Develop a predictive installations services model that focuses on cost estimates that support the base operating support portfolio (full requirements and courses of action to funding less than the full requirements and the impacts). This will focus on the current and future requirements necessary for the installation to support the Fleet Marine Force.
- Utilize scientific methods and data science to develop mathematical models of problem areas in the form of several equations to evaluate and predict the ability to support assigned programs, studies, or problems.
- Perform economic analyses, cost-benefit analyses, cost and schedule estimates, and analyses or other ad hoc analyses to support the Marine Corps Installations' portfolio.
- Verify data sources and algorithms with IA and MCICOM representatives.
- Document model runs and provide mathematical model and supporting data.
- Validate results with IA and MCICOM and Marine Corps stakeholders.
- Present results to MCICOM senior leadership via PowerPoint, Excel, Word, Tableau, or any other medium as required by IA leadership.
Security Clearance:
- U.S. Citizenship required
- Ability to obtain and maintain a U.S. Security clearance at the minimum level of Secret
Education and Experience:
- BS/MS degree in data science, computer science, engineering, mathematics, operations research or another technical field of study.
- Minimum 20 years of relevant DoD or Federal experience.
- Proficiency in Tableau and Microsoft office suite tools.
Preferred Additional Skills:
- PhD in Operations Research.
- International Cost Estimating & Analysis Association (ICEAA) Certification.
- Experience in the DoD PPBE process.
- Excellent communication skills, both written and verbal, and ability to work independently and as part of a team.
- Strong organizational and time management skills.
