Job Summary

The Senior Manager, Engineering Programs is responsible for leading a team of managers and officers responsible for budgetary oversight of CN's Basic Capital plan. The role is accountable for maintaining project estimation processes, providing oversight of CN's Engineering Capital Planning System (ECPS), ensuring budgetary compliance and forecasting. Furthermore, the role issues regular cost reports, supports the development of the multi-year detailed Capital budget, and maintains compliance to established Sarbanes-Oxley (SOX) as well as the United States (U.S.) Generally Accepted Accounting Principles (GAAP).

Main Responsibilities
Current Year Budget Oversight

Oversee work order and network management within Systems, Applications and Products (SAP) financial modules (e.g., Project System (PS), Plant Maintenance (PM

Provide guidance and oversight of project management processes, ensuring consistency and alignment with organizational goals

Develop and update project budgets and forecasts regularly, offering recommendations to Senior Management for improvements

Perform in-depth cost and budget variance analysis to ensure financial accuracy and accountability

Ensure project-level reviews are conducted in accordance with SOX controls and Engineering requirements

Lead or coordinate corrective actions related to labor, material, invoice, and productivity reporting

Multi-year Capital Expenditures (CapEx) plan

Collaborate with the Finance team to establish the overall Basic Capital envelope, underpinned by a comprehensive and detailed plan

Partner with Finance, Procurement, and relevant Engineering departments to develop and maintain detailed project-level cost estimates in ECPS, including the establishment of unit costing for materials, labor, and other expenses

Reporting and Systems

Generate and distribute financial and productivity reports, both on an ad hoc and recurring basis

Create tailored reports for all organizational levels, from frontline supervisors to the Board of Directors

Collaborate with Information and Technology (I&T) and Engineering teams as the primary business owner for ECPS, ensuring alignment and functionality

Compliance

Ensure compliance with SOX and CN's Capital Guidelines by both direct reports and field teams

Collaborate with Finance and Accounting to regularly review and update SOX controls

Provide support for both external and internal audits

People Management

Oversee the daily operations of the team to ensure a smooth workflow and efficiency

Provide guidance to internal stakeholders and mentor Engineering staff on tasks to ensure timely and successful project progression

Handle operational tasks to cover for absences and vacation periods, ensuring continuity in team performance

Working Conditions

The role has standard working conditions in an office environment with a regular work week from Monday to Friday. The incumbent must be available to work long hours (extensive volume of work daily), night shifts and weekends when necessary. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires minimal travel (10%) within Canada and the U.S.

Requirements
Experience

Management

Between 5 to 10 years of relevant experience

o Experience in the financial or railroad industry with an emphasis on project and budget management

o Knowledge of railway Engineering (e.g., Track, Signals, Bridges)

o Experience building reports using Microsoft Excel, PowerPoint, Tableau, Power BI, SAP Business Warehouse, and Business Objects

Education/Certification/Designation

Bachelor's Degree in Engineering, Finance, or equivalent

Professional designation or certification (e.g., Master's in Business Administration (MBA), Certified Professional Accountant (CPA), Professional Engineer (P. Eng.), Project Management Professional (PMP
