Overview
The Senior Management Analyst will provide support in areas of agenda preparation for city council meetings, financial and budgeting tasks, and special projects including auditing Infor reports. This position addresses the department needs while enhancing efficiency, financial oversight, and adaptability.
Responsibilities
• Seek grant opportunities from federal, state and private entities for the department and city. Identify department needs, outline project proposals to ensure targeted needs are met and identify all conditions required for grant funding
• Facilitate grant application process, grant budget, and necessary grant matches. Complete grant applications and any prerequisites
• Ensure that grant stay within budget, monitor grant compliance, maintain communication with grant entities, and stay within deadlines
• Support the creation, management, and analysis of departmental budgets
• Prepare financial forecasting and budget amendments. Prepare annual operating budget by collection of data and analysis of prior years expenditures
• Coordinate all information with the Business Manager, Fire Chief, Deputy Fire Chief, and Assistant Fire Chief
• Coordinate financial data for grant-related projects and other programs
• Purchase card compliance, review, and approval
• Monitor division budgets to ensure goals are met and develop strategies to correct variances
• Oversee a wide variety of finance areas including accounting, budget, and internal department auditing
• Conduct internal audits through Infor with financial reports for all divisions of fire (Operations, Support Services, Communications, Prevention, Administration, and Training)
• Assist Business Manager with recommendations for budget adjustments, budget savings, and spending
• Draft and review agenda memos for city council meetings
• Coordinate with the administration to ensure accurate and timely submission of agenda items
• Prepare supporting documents for agenda memos
• Special projects include any research and analysis for the Fire Department, events or program assistance/ management, performance monitoring and reporting, or any other department needs
• P-card reconciliations, prepare overtime reports, drag up estimates for retiring or resigning employees
• Obtain and maintain all required grant documentation. Ensure accurate and timely reporting to federal and state grant entities
• Report all activities such as purchases, project/ grant amendments, and grant closeouts
• Reconciliation of all required documentation for grant closeout at end of project
• Prepare regular reports on grants and financial performance
• Maintain accurate records of grants, budgets, and related transactions
• Analyze data to identify trends and recommend improvements
• May be asked to perform other duties as assigned by Fire Chief, Deputy Chief or Business Manager
Position Type and Typical Hours of Work
• Exempt - Full-Time
• Non rotating 40-hour work week, Monday - Friday, 8:00 am - 5:00 pm; must be available to work additional hours as needed

Minimum Qualifications
• Bachelor's Degree (BA/ BS)
• Minimum of four (4) years of experience
Licenses and Certifications
Required
• A valid class C driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire
Preferred
• Grant Writing Certification

Basis of Rating
A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
