Job Description ECS is seeking an Senior Java Developer - IAM & Oracle to work in our Washington, DC office. ECS is seeking a PAC/OIM Developer to support the Oracle Identity Manager (OIM) 11g to 12c migration and enhance the Provisioning Access Control (PAC) system. This role requires strong Java development expertise to update outdated OIM workflows, UI customizations, and backend integrations. The ideal candidate will also support WebLogic, SOA Middleware, and PL/SQL database operations to ensure system stability. Additionally, the role involves modifying and enhancing an in-house Java-based tool, requiring reverse engineering of the existing codebase to implement necessary updates and improvements. Key Responsibilities: Develop & Maintain OIM Customizations: Update Java-based OIM workflows, UI components, and integrations. Support OIM 11g to 12c Migration: Work closely with the Oracle SME to execute the migration, optimize configurations, and ensure minimal downtime. Enhance Middleware & Database Performance: Troubleshoot and improve WebLogic, SOA integrations, and Oracle PL/SQL queries. Modify & Enhance In-House Java-Based Tool: Reverse engineer the existing Java application to make necessary code updates and improvements. Collaborate with Identity & Access Management (IAM) Teams: Ensure smooth PAC operations, integration with Active Directory, and compliance with security policies. Automate PAC System Maintenance: Develop scripts using PowerShell, Python, or Bash to streamline identity provisioning, access controls, and monitoring. Ensure System Security & Compliance: Implement patches, optimize configurations, and resolve performance bottlenecks. Salary Range: $160,000 - $180,000 Required Skills Active Top-Secret Clearance (SCI eligibility & CI-Poly preferred). 5+ years of hands-on experience with Oracle Identity Manager (OIM) 11g & 12c. Strong Java development skills for customizing OIM workflows & UI. Experience with reverse engineering and modifying existing Java applications. Middleware expertise: WebLogic, SOA, Oracle HTTP Server. Proficiency in PL/SQL for database optimization & troubleshooting. Familiarity with Linux environments (RHEL 7/9) for system operations. Experience with Active Directory integration & IAM policy enforcement. Ability to work in a fast-paced environment and support production systems. Desired Skills Experience with SAML, OAuth, and federation services (ADFS, LDAP). Familiarity with Oracle Access Manager (OAM) & Oracle Unified Directory (OUD). Knowledge of automation frameworks for IAM processes. Prior experience working with government IAM environments (FBI, DoD, DHS).
