Job Type: Full-Time/Contract (7 Months)

Location:Downtown Houston, 77002

Schedule: Mon-Fri (40-Hours/Week) May Have to Work Weekends.

Pay: $60-$65/Hour

Job Overview

Smarter HR Solutions is currently seeking experienced and skilled individuals to fill a Senior IT Project Manager role for our IT client. The Senior IT Program Manager must be experienced in managing enterprise projects and is required to provide Project Management support for the Enterprise Technology Asset Management projects. This role requires strong leadership, program and project management skills, and technical expertise to oversee the successful execution of IT projects, from inception to delivery. The Senior IT Program Manager will collaborate with cross-functional teams and stakeholders across the county to ensure that programs align with business objectives and are delivered on time, within scope, and within budget.

Role & Responsibilities

Program Leadership & Strategy
  • Lead and manage multiple cross-functional, enterprise-wide IT programs, ensuring alignment with departmental strategy and objectives.
  • Develop program roadmaps, define goals, and establish clear success metrics to track progress and performance.
  • Own the entire program lifecycle, from initiation and planning to execution, monitoring, and closure.
  • Identify, assess, and manage risks and issues that may impact program success, implementing mitigation strategies as needed.
Stakeholder Management
  • Build and maintain strong relationships with senior stakeholders, including executives, department heads, and external vendors.
  • Communicate effectively across teams, ensuring all key stakeholders are informed of program progress, risks, and issues.
  • Provide regular program updates and presentations to leadership, demonstrating program status, outcomes, and value.
Project Management Oversight
  • Oversee the execution of individual projects within the program, ensuring alignment with program goals and timelines.
  • Collaborate with Project Managers to develop detailed project plans, schedules, and resource allocation.
  • Monitor project delivery and resolve any escalated issues that arise during execution.
Requirements
  • Experience: 8+ years in IT program or project management.
  • Technical Knowledge: Solid understanding of IT infrastructure, software development lifecycle (SDLC), cloud technologies, and emerging technologies.
  • Project Management Methodologies: Familiarity with Agile, Scrum, and Waterfall methodologies.
  • Leadership: Proven experience leading cross-functional teams in a matrix environment.
  • Collaboration & Influence: Strong ability to influence and collaborate at all levels of the organization.
  • Tools & Software: Proficiency in project management tools such as MS Project, Jira, Asana, or similar platforms.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to convey complex technical information to non-technical stakeholders.
  • Problem-Solving: Strong analytical and problem-solving skills, with the ability to identify proactively and address issues.

Work Environment:

The primary work area is a typical office environment with reasonable climate control.

This job operates in a professional office environment.

This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands:

Light exertion- must be able to lift at least 20 lbs. and/or move boxes and equipment as needed.

Subject to kneeling, crouching, handling, climbing, walking, sitting, twisting, and reaching are needed to perform the essential functions
