We are seeking an experienced Senior Portfolio Analysis Lead to join our dynamic team. In support of the MyNavy HR System shut down initiative, the ideal candidate will have a strong background in portfolio analysis, system and application rationalization, and a proven track record of delivering actionable insights to optimize system capabilities within the Training and Education and Personnel Management Line of Business (LOB). This role requires a highly motivated, strategic thinker who can quickly assess and streamline systems, processes, and applications in a complex environment. Strong communication skills and the ability to collaborate across multiple teams are essential. Experience within the Navy or Department of Defense (DoD) sector is highly desirable. Key Responsibilities:
• Portfolio Analysis and Rationalization: Lead the effort to conduct comprehensive portfolio analysis, assessing and rationalizing systems and applications across the current MyNavy HR Transformation System Shut Down efforts. Identify opportunities to eliminate redundancy, improve efficiency, and outline while maintaining alignment with previous prioritization objectives.

• System and Application Review: Perform detailed evaluations of current systems capabilities to determine their prioritization, usability, and overall alignment with other Lines of Effort (LOE). Work with the N16 Portfolio Analysis team and the Enterprise Architecture team to propose optimization strategies and modernization initiatives that highlight the direction of the current system shut down schedule.

• Data-Driven Insights: Leverage data analytics and industry best practices to assess the performance of existing capabilities and recommend actionable changes. Develop clear, concise reports, visualizations, and presentations to communicate the portfolio analysis while demonstrating the 22nd Century System Rationalization tool to N16 leadership and key stakeholders.

• Collaboration and Stakeholder Engagement: Collaborate with line of business and N16 Portfolio Analysis team to understand strategic goals, business requirements, and technical constraints. Effectively communicate complex analysis and recommendations on the prioritization of systems.

• Change Management: Support the development and implementation of strategies to transition current system capabilities or Operational Activities (OA) to optimized systems. Work with N16 teams to ensure smooth adoption and integration of the new 22nd Century's transformation prioritization process and tool.

• Project Management: Take ownership of portfolio analysis tasks and deliverables, ensuring timelines, and quality standards are met. Lead and mentor junior analysts, providing guidance and support throughout the portfolio analysis process. Key Qualifications:
• Experience: Minimum of 8-10 years of experience in portfolio analysis, IT systems rationalization, or related fields. Experience working within a complex organizational environment, preferably with a focus on government or defense-related portfolios.

• Domain Expertise: Knowledge of Navy or DoD systems, applications, and infrastructure is strongly preferred. Familiarity with government procurement processes, compliance standards, and security requirements is a plus.

• Analytical Skills: Expertise in portfolio analysis tools, data analytics platforms, and performance/risk measurement frameworks. Proficient in developing prioritization models, risk assessments, and system portfolio analyses.

• Communication: Exceptional communication skills, both written and verbal. Ability to present complex technical information in a clear and compelling manner to senior leadership, stakeholders, and cross-functional teams.

• Leadership: Strong leadership abilities with experience managing cross-functional teams, guiding senior stakeholders, and driving alignment across 2nd Century and N16 leadership groups.

• Problem-Solving: Proven ability to identify inefficiencies, recommend improvements, and drive change across large, complex processes.

• Education: Bachelor's degree in business administration, Information Technology, Engineering, or a related field. Relevant certifications (e.g., PMP, ITIL, etc.) or advanced degrees are a plus.

• Technical Skills: Familiarity with portfolio management/ portfolio analysis tools, enterprise architecture frameworks, and IT system lifecycle management tools. Additional Information:
• Clearance: Active or current Secret Security Clearance.
