Pay Range InformationChapman University is required to provide a reasonable estimate of the compensation range for this position. This range takes into account a variety of factors that are considered in making compensation decisions, including experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. Salary offers are determined based on the final candidate's qualifications and experience, as well as internal equity and other internal factors. The anticipated pay range is not a promise of a particular wage.
Position Summary Information
Job Description SummaryUnder the general supervision of the Director of Equal Opportunity, the incumbent is responsible for assisting with initial response and investigation of complaints of gender discrimination, including sexual harassment, sexual violence, and other prohibited conduct including employee relations concerns. The incumbent will work closely with University policies for Equal Opportunity matters filed by the University community. When a complaint is filed, the incumbent will conduct a prompt and thorough review/investigation. The incumbent acts as a neutral party in the review/investigation and provides a detailed, unbiased reports to the Director of Equal Opportunity.
ResponsibilitiesEqual Opportunity Investigations - Collaborate and consult with the Director of Equal Opportunity regularly to monitor and manage incidents/complaints and the University's response.
- Working knowledge of nondiscrimination laws and compliance regulations including Title IX, due process protections as they apply to Investigations, Title VII, the Clery Act, and VAWA.
- Receive complaints of sexual misconduct, sexual harassment, gender-related violence including stalking and intimate partner violence, and protected class discrimination and harassment and related retaliation.
- Serve as the initial review for complex complaints of employee and/or third-party complaints.
- Escalate highly complex complaints to the Director of Equal Opportunity, when appropriate.
• - Meet with assigned complainant, respondents and witnesses to provide information regarding the University's complaint process, available resources and relevant witnesses.
- Conduct a prompt, equitable and impartial administrative investigation into complaints including identifying and interviewing parties and identifying, gathering and assessing information relevant to the investigation; apply relevant policies and make findings of fact in individual cases.
- Excellent judgment with the ability to manage highly sensitive and confidential information.
- Strong skills in the areas of conflict resolution, problem solving techniques, interviewing and investigation.
- Collaborate with the Director of Equal Opportunity to ensure that the University's processes, responses, and policies are consistent with federal and state laws and regulations related to compliance with non-discrimination laws.
- Skill in writing concise, logical analytical reports to convey complex issues.
- Exceptional critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges, including the ability to handle issues of complex and extreme sensitivity.
- Provide periodic, timely updates regarding the status of complaints received and investigations in progress to the Director of Equal Opportunity.
- Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs.
- Demonstrated commitment to diversity and success in working with diverse constituencies to support an inclusive campus environment.
- Serves as a Campus Security Authority (CSA) as outlined by the Jeanne Clery Act.
Community Outreach and Education - Creates and facilitate training/presentations for employees regarding Equal Opportunity and best practices in the resolution process.
- Assists the Director of Equal Opportunity in their role with the implementation of a case management database to organize and manage complaints.
- Develop and maintain relationships and clear lines of communication with University partners.
- Build relationships with colleagues at peer institutions; review current literature and research; participate in local, regional and/or national professional associations and organizations
- Ability to establish and maintain professional and productive working relationships with staff at all levels at the University.
- Ability to read and interpret complex legal documents to evaluate their impact on University policy and procedures.
- Serves on University committees as requested.
- Perform other related duties as assigned or requested. The University reserves the right to add or change duties at any time.
Required Qualifications - Knowledge of federal and state civil rights laws, including Title IX, ADA, VAWA and Title VII. Bachelor's degree from an accredited University with at least three (3) years of demonstrated experience conducting investigations relating to allegations of discrimination, harassment, sexual harassment, sexual misconduct, and interpersonal violence utilizing trauma-informed practices, or Master's degree in related field.
- Knowledge of the principles of conducting trauma-informed investigations.
- Ability to manage multiple, on-going caseload of reported and filed complaints under University policies and procedures.
- Excellent oral and written communication skills and attention to detail.
- Demonstrated application of judgment based on experience and knowledge.
- In-depth knowledge and application of federal, state and local labor and employment law and regulations.
- Discretion, good judgment, and the ability to maintain a high level of confidentiality.
- Experience working with diverse populations.
- Exceptional levels of professionalism and tact.
