The successful candidate is expected to accomplish the following outcomes during the first year in the position: Formally track all tasks, to include: assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request. Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks. Create 2-3 products beyond the client's requirements that positively impact the client to either increase efficiency, effectiveness, or innovation. Master position tasks within 60 days and exceed requirements within 90 days. Responsibilities: The Senior Intelligence Program Analyst (Task Team Lead) provides support for JBSA - Lackland's Department of the Air Force, Counter Insider Threat (DAF C In T) program. The contractor shall conduct intelligence research, prepare and present intelligence briefings, prepare intelligence assessments and studies, and prepare concise written reports. Per PWS labor category, Intelligence Program Manager p. 76, and PWS sections 1.3.5, Intelligence Support, and 1.3.6, Intelligence Oversight Compliance, specific responsibilities include but are not limited to: Assist with research of technology applications, design concepts, and operations associated with classified DoD computer networks. Provide off-site technical intelligence and management support to JBSA requirements. Work collaboratively with other intelligence analysts and technology specialists. Facilitate project planning, reviews, deliverables, and other activities as needed. Assist with the creation of actionable information activities intelligence (e.g., counter insider threat analysis) across the various intelligence disciplines/domains or scientific and technical intelligence; or, within the business, competitive, and market intelligence domains. Assist with producing intelligence reports and assessments in a variety of formats for concise, succinct, and clear delivery (RR ). Assist with developing expedited intelligence reports by utilizing advanced text and visual analytics. Adhere to the relevant provisions of EO 12333, as amended, DoD Manual 5240.01, DoDD 5148.13, DoD 5240.1-R, as amended (Proc 11-13), Air Force Instruction 14-104, and all other relevant DoD Intelligence issuances and training requirements applicable to intelligence, counterintelligence and intelligence related activities. Adhere to all relevant Federal laws, DoD and DAF policies, regulations, directives, issuances and training requirements regarding counterintelligence and counterintelligence investigations. Performs duties as the Insider Threat Task Team Lead, responsible for leadership, work-loading, quality, and delivery of the ITA team, in support of the Task Lead. May fill in for the Task Lead on occasion. Qualifications: The candidate must have the following qualifications: Minimum of ten (10) years of work-related experience. Of those 10 years, at least six (6) years of work-related experience supporting a component of the DoD. Experience conducting Insider Threat and/or Multi-Source/Open Source Intelligence analysis utilizing different software applications Experience conducting intelligence analysis, law enforcement or counter-intelligence analysis and/or investigations, cybersecurity analysis and/or investigations, or personnel security investigations Solid understanding of project management principles and practices. Experience utilizing Publicly Available Information (PAI) and/or Commercially Available Information (CAI) data and capabilities Possess working knowledge of personnel security databases, processes, and adjudicative guidelines Ability to aggregate information from multiple different data sources and communicate both verbally and in written analysis, an assessment of the collective information in a manner that enables stakeholder decision making processes Experience documenting decision charts, processes, and standard operating procedures Experience building briefings and materials and presenting at varying levels of leadership, peers, and program stakeholders. Experience in law enforcement, personnel security, cybersecurity or other related fields that requires management and oversight of investigative data or information from initiation to conclusion Experience with Department of Defense (DoD) and/or AF administrative processes Experience in producing actionable information and research reports. Experience in the program/project status, schedules, and DoD reporting. The following qualifications are desired: Experience in support to coalition or bilateral military information sharing activities. Agreements coordination - three years or more of international program coordination experience with a component of the DoD.
