The selected candidate will provide expertise in Foreign Military Sales (FMS), munitions licensing, technology transfer, and operations research to ensure compliance with U.S. government regulations and security cooperation activities. This position is contingent upon final contract award. Key Responsibilities: Analyze and support international affairs and national security policy initiatives. Provide subject matter expertise on Army Foreign Military Sales (FMS) processes and compliance requirements. Ensure adherence to munitions licensing rules and associated procedures. Support technology transfer initiatives by applying knowledge of governing regulations. Conduct research, develop reports, and provide strategic recommendations to improve security cooperation activities. Work with stakeholders, including government agencies and international partners, to facilitate smooth operations. Maintain databases, perform data analysis, and support decision-making processes. Develop analytic dashboards and work with Access databases and queries. Apply operations research best practices to optimize project efficiency. Gain expertise in Common Workforce Analysis Tool models, data fields, annual updates, and change implementation while ensuring adherence to project schedules. Qualifications: Education: Bachelor's degree from an accredited institution is required. However, this requirement may be waived if the candidate possesses at least ten (10) years of applied security assistance experience while serving as a uniformed member of the armed forces or as a U.S. government employee. Experience: Minimum of four (4) years of experience in international affairs and/or national security policy. Technical Expertise: Strong knowledge of the Army FMS process, munitions licensing rules, and technology transfer regulations. Clearance: Secret required. Preferred Qualifications: Prior experience supporting government contracts within the defense sector. Familiarity with U.S. security cooperation policies and procedures. Experience working with DoD agencies, Army programs, or international security cooperation initiatives.
