Envisioneering, Inc. is seeking a Financial Program Analyst with experience working with Navy Research, Development, Test, and Evaluation (RDT&E) activities (i.e., Office of Naval Research (ONR), Naval Research Laboratory (NRL), Naval Warfare Centers, University Affiliated Research Centers, Federally Funded Research and Development Centers, Universities, and Industrial Partners) to perform a variety of financial and support services involving data review; event, contract, and project coordination; budget development and maintenance; and other related financial and administrative duties. Candidates must be capable of preparing clear and concise written communications; conducting complex data and budget analysis; communicating effectively with diverse groups; maintaining financial databases and spreadsheets, performing queries, and preparing reports. This position requires the ability to obtain a Department of Defense (DoD) Secret security clearance prior to hire. KEY RESPONSIBILITIES SUMMARY: Assist in development and maintenance of portfolio budgets and prepare a variety of reports covering budget status and forecasts. Prepare various types of funding documents within Navy ERP; track commitments, obligations and expenditures of funding; and assist in resolving issues with programs that are not meeting commitment, obligation, and/or expenditure benchmarks. Monitor and assist in the management of project activities and resources to mitigate risk throughout the project life cycle. Track project execution and inform government personnel of any variance between planned and actual progress of S&T performers related to schedule and cost performance. Assist government personnel with internal work processes and procedural issues that involve the following systems/software: Navy Enterprise Resource Planning (Navy ERP), Computer Optimized Batch Reconciliation Application (COBRA), Contract and Grant Administration Management Information System (CAMIS), Advana, Program Budget Information System (PBIS), and Microsoft Teams/Sharepoint/OneDrive. Perform financial analysis for RDT&E funds to protect against federal anti-deficiency violations, internal procedural and accounting errors, and any other applicable problems associated with sources and usage of funds. Assist government personnel in the preparation and coordination of Broad Agency Announcements, Funding Opportunity Announcements, Requests for Information, and Requests for Proposals. Review contract proposals for compliance and completeness. Coordinate and organize meetings, assist with arrangements for presenters; identify participants and support the coordination and communications related to registration information including follow-up activities such as compiling and issuing meeting minutes /presentations. Job Requirements MINIMUM SKILLS/QUALIFICATIONS: Department of Defense (DoD) SECRET security clearance . Three (3) years of recent experience with Navy ERP or similar government financial systems is required. Five (5) years of recent experience with Navy ERP and familiarity with the Navy ERP Material Management (MM) and Procurement for Public Sector (PPS) modules is desired. Three (3) years of recent experience with government planning, forecasting, program budgeting, funding execution, performance monitoring, and reporting against commitment, obligation, and expenditure benchmarks. Proficiency in using various computer application programs such as Microsoft 365 suite (i.e., Excel, Powerpoint, Word, SharePoint, Teams, OneDrive). Familiarity and experience with other financial systems and software such as COBRA, PBIS, Advana, and CAMIS. Five (5) years of Federal grant management experience is desired; Department of Navy or Defense is preferred. Education : A bachelor's degree from an accredited college or university and ten (10) years of experience providing business and financial support or a business/finance related professional certification and fifteen (15) years of experience providing business and financial support.
