As the Senior Engineer (Coatings and Materials), you will provide support to Team Submarine and provide direct support to the technical branch of one of our customers on an active contract with the U.S. Navy in the Washington, DC area. Team Submarine's Submarine Program Offices are responsible for the acquisition of the nuclear submarines, PMS397 the COLUMBIA Class, PMS450 the VIRGINIA Class, and for SSN(X), the future fast attack submarines. Team Submarine offices are also responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the submarines. These programs are major defense acquisition programs and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD). Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force. In this role, you will: Report to the General Requirements SIT Lead, as required. Provide direct support to senior Serco staff and the Navy General Requirements SIT to resolve VIRGINIA Class construction issues in support of on-time production and delivery of Submarines. Support PMS450 evaluation of proposed designs and arrangements from a materials compatibility and/or metallic corrosion perspective. Identify technical issues related to materials, welding, NDT, and/or allied processes in submittals from shipbuilders, supervisors of shipbuilding, PARMs and other members of the submarine community. Adjudicate liabilities identified by the shipbuilders to support submarine certification, including liabilities which impact the SUBSAFE, DSS-SOC, and Level 1 programs. Work with applicable SITs to facilitate resolution of technical issues and act as a liaison with other PMS450 team members and NAVSEA05 Technical Warrant Holders (TWH). Facilitate timely decisions and review and adjudication of all design products and written correspondence. Review, assess, and analyze technical reports covering Navy submarine hull, mechanical, and electrical (HM&E) components with a focus on coatings materials such as adhesives, vibration control materials, seals, coatings, and thermal, acoustic, and electrical insulation but including other materials and components, as required. Identify, review, and assess relevant specifications, drawings, standards, and requirements documents to support preparation of technical solutions. In collaboration with senior Serco and Navy staff, prepare timely written technical assessments and decision papers, letters and packages for official release. Interface with technical stakeholders including shipbuilders, shipyards, maintenance facilities, and technical authorities to generate technical solutions and support preparation of technical decision papers, letters and packages for official release. Organize and maintain electronic directory of technical papers, letters, and packages for efficient and timely retrieval. Track and report status of commitments. Attend applicable meetings required to support the SIT Lead and prepare monthly progress reports and an annual statement of accomplishments. Qualifications To be successful in this role you will have: An Active or Current DoD Secret clearance. US Citizenship Bachelor's Degree, in engineering or related technical field preferred. An Associate's Degree and 2 years of additional experience or a High School Diploma/GED and 4 years of additional experience and cybersecurity certifications will be considered in lieu of Bachelor's Degree. 12 years of experience (Experience with Navy acquisition and Submarine Programs highly preferred). Higher level of education such as a Masters Degree in engineering or related technical field will be considered in lieu of experience. Ability to understand and clearly summarize, communicate, and document technical issues. Experience writing technical papers and an ability to adapt to Navy-prescribed formats and styles. Ability to research and assimilate technical information covering shipboard HM&E systems, components, and processes. Knowledge of Navy shipboard and submarine systems, and DOD acquisition programs, preferred. Knowledge of Material coatings on Submarine hulls reduce drag, enhance stealth and prevent marine growth, enhancing their durability and performance Knowledge/experience with new and advanced materials used on submarines such as omniphobic coatings, Superhydrophobic Hull Coatings, materials necessary to prevent microfouling, and anechoic tiles of rubber or synthetic polymer tiles required.Knowledge of other materials and components, such as metals (ferrous and non-ferrous) and fasteners and knowledge of other processes, such as welding, non-destructive testing, and corrosion control, preferred. Familiarity with non-metallic material specifications, standards, and technical data sheets. Professional knowledge and experience with non-metallic materials including applications, properties, testing, limitations, and installation requirements. Ability to use a variety of software products (e.g., MS Office, MS Outlook) and information systems (e.g., TeamCenter). Proven excellent interpersonal skills. Ability to multitask effectively. Strong leadership and problem-solving skills to assist with the daily operation of the program office. Strongly developed written and verbal communication skills. Ability to travel up to 10% of the time. Additional desired experience and skills: Submarine experience Experience as a project manager Active NNPI account and CAC 10 years of experience with Navy acquisition and Submarine Programs. Experience leading a project and interfacing with an end item customer. Knowledge of Program Management, including the acquisition process, the budgeting process and Navy program execution. Active-Duty Experience in submarines.
