We are recruiting to fill a position to lead business development activities for a small government contracting firm focused on IT Services and Cyber Security for clients in Civil and DoD markets.

Arcetyp LLC is looking for an experienced Senior Congressional Analyst. This role will be responsible for performing the following tasks:
DUTIES AND RESPONSIBILITIES:
- Support senior federal executive level office by providing legislative policy advice, guidance, and recommendations on congressional issues affecting the organization.
- Provide technical analysis and editing, briefing development, research, data and information organization, and liaison activities
- Contribute advice, insight, and support legislative program strategy, congressional engagement strategy, and congressional hearing preparation
- Manage team's highly fluid workflow of high-level taskings which encompasses congressional reporting requirements, legislative proposal program, congressional engagement preparation, short notice congressional requests for information, and coordinating with organizational staff on legislative priorities
- Develop legislative priorities by collaborating with military components and Joint Staff on legislative proposal development and final coordination between Department of Defense agencies and the Office of Management and Budget
- Manage the Legislative Proposal process
- Prepare products to support congressional hearings
- Provide in-depth analysis of annual authorization and appropriations bills to remain abreast of legislation affecting the National Guard
- Produce preparatory documents to inform senior leader congressional engagements
- Compile and report daily congressional atmospherics and developing legislation affecting the customer
EDUCATION AND YEARS OF EXPERIENCE:
- Bachelor's degree from an accredited US based university
- Five (5) years of experience with analyzing legislation and federal budgets
- Five (5) years of experience working with the NGB or equivalent other Service Headquarters or DoD level
REQUIRED SKILLS/CERTIFICATIONS:
- Secret security clearance required
- Experience which demonstrates a high level of understanding of the congressional budget and appropriations process, and familiarity with the President's budget, to include analyzing appropriations tables and justification books
- Experience analyzing and tracking the annual National Defense Authorization Act, Appropriations Act and Military Construction appropriations
- Experience that demonstrates understanding of congressional committee process and procedures to include mark-ups, hearings and nominations
- Experience with DoD policy development, program process and program execution
- Understanding of DoD legislative and ULB process
