Summary We are seeking a talented Senior Communications Specialist who will be responsible for the planning, design, implementation, and maintenance of large-scale telecommunications networks within a highly technical DISA program. This role involves assessing network needs, optimizing performance, conducting feasibility studies, and providing expert guidance to ensure reliable and secure communication systems. Responsibilities Telecommunications Strategy & Design: Provide technical direction for telecommunications activities, including the planning, design, installation, and maintenance of large telecommunications networks. Network Assessment & Optimization: Evaluate network design based on user needs and recommend optimizations for enhanced performance and reliability. Feasibility Studies & Procurement: Conduct feasibility studies for large projects, develop Requests for Proposal (RFPs), evaluate vendor products, and make recommendations for selection. Leadership & Mentorship: Serve as a lead, providing technical guidance and training to junior analysts and engineering staff. Telecommunications Engineering: Apply telecommunications engineering principles and theory to propose innovative design and configuration solutions. System Evaluation & Performance Tuning: Assess existing communication systems to identify deficiencies and recommend network performance improvements. Stakeholder Collaboration: Work closely with end-users to define requirements, identify issues, and ensure proposed solutions align with operational needs. Network Analysis & Troubleshooting: Analyze network performance, traffic flows, interfaces, transmission techniques, and communication protocols to optimize efficiency. Technical Reporting & Presentations: Prepare reports, conduct network feasibility studies, and deliver presentations on telecommunications strategies and concepts. Cross-Functional Coordination: Provide technical guidance on data communications requirements, ensuring seamless integration and interoperability across systems. Qualifications Security Clearance: Active Top Secret /SCI clearance Education: Bachelor's degree in Telecommunications, Electrical Engineering, Computer Science, Information Technology, or a related field ( Master's degree preferred). Experience: Minimum 8 years of experience in telecommunications, network engineering, or communications systems within a DoD or federal agency environment (DISA experience highly desirable). Certifications (Preferred): Cisco Certified Network Professional (CCNP) or equivalent Certified Information Systems Security Professional (CISSP) (preferred for security-focused roles) ITIL certification for service management (preferred) Skills & Competencies: Strong expertise in telecommunications engineering, network architecture, and optimization. Proficiency in network performance analysis, troubleshooting, and security best practices. Experience with DoD communication networks, protocols, and security requirements. Excellent problem-solving, leadership, and stakeholder management skills. Ability to develop technical documentation and present complex concepts effectively.
