Job Description:

The Texas Education Agency (TEA) is seeking a highly experienced Senior Business Analyst (Business Analyst 3) to support critical application development projects, with a primary focus on the Early Childhood Integrated Data System. This contract role combines advanced business analysis expertise with strong user experience (UX) design skills to ensure intuitive, accessible, and effective software solutions that align with the agency's mission of improving outcomes for Texas students.

This position requires excellent communication, facilitation, and analytical skills, and the ability to bridge the gap between business stakeholders and software development teams. The analyst will lead requirements elicitation, user story development, UX design, and serve as a key player in the software development life cycle from planning through implementation and post-release enhancements.

This contract is scheduled to begin on May 16, 2025, and conclude by ugust 31, 2025, for a total of 608 hours. All deliverables are considered "works made for hire" and will become the property of the Texas Education Agency.

Key Responsibilities:
  • Lead business requirements gathering sessions with internal and external stakeholders.
  • Translate business needs into clear, actionable user stories, use cases, and system requirements.
  • Develop and refine wireframes, mockups, and prototypes using tools like Figma to support solution design.
  • Collaborate with product owners, developers, and QA teams to ensure alignment with user needs and business goals.
  • Ensure solutions meet federal accessibility standards and agency design guidelines.
  • Continuously engage in user research and usability testing to inform design and functionality.
  • Support all stages of the Software Development Life Cycle (SDLC) including planning, development, testing, and post-deployment evaluation.
  • Facilitate workshops and meetings to guide business process re-engineering and process flow improvement.
  • Maintain strong documentation and version control of requirements and design artifacts.
  • Serve as a liaison between business units and the development team to ensure successful project outcomes.
Minimum Qualifications:
  • 8+ years of experience eliciting and documenting requirements through customer interviews and stakeholder engagement.
  • 8+ years of hands-on experience working through all phases of the Software Development Life Cycle (SDLC).
  • 8+ years of experience in business process re-engineering and improving software process flows.
  • 8+ years of experience writing user stories and use cases based on business analysis best practices.
  • 8+ years of experience designing UX mockups and wireframes aligned with industry best practices.
  • 5+ years of strong facilitation, verbal communication, and written communication skills.
  • 4+ years of experience using Figma or similar tools to create user interface designs.
  • 3+ years of experience ensuring compliance with federal web accessibility standards (e.g., WCAG).
Preferred Qualifications:
  • Experience using Modern Requirements for requirements management.
  • Familiarity with tlassian Jira for issue tracking and agile project workflows.
  • Previous experience working with TEA or another state/local education agency.
  • Experience or knowledge in early childhood care and education programs.
Education Requirement:
  • Bachelor's degree in Business Administration, Information Systems, Human-Computer Interaction, or a related field (required).
Work Hours & Location:
  • Work will be performed during standard business hours: Monday through Friday, 8:00 AM to 5:00 PM (CT).
  • ll work is subject to TEA's standard schedule, excluding state holidays.
  • Flexibility for remote or hybrid work arrangements may be considered upon coordination.
