Senior Business Analyst
(IT Business Analyst-Senior Specialist)

About the position
This position sits within WaTech's Strategy and Management Division, which leads planning, performance and operational excellence across the agency and drives statewide alignment for Washington's enterprise IT strategies. This position reports to the Assistant Director for Performance & Accountability.
As a Senior Business Analyst (BA), you will serve as the subject matter expert in both business process design and system functionality. You will lead efforts to assess, optimize, and modernize complex enterprise workflows and systems that support WaTech and its partner agencies. This role is responsible for customer journey mapping, business process reengineering, system configuration and continuous improvement initiatives. You will evaluate and implement high-impact system enhancements, lead business case development and collaborate with cross-functional teams to align technology solutions with organizational strategy. The Senior Business Analyst is expected to exercise independent judgment, influence process and system design decisions, and serve as an advisor to leadership on enterprise-wide improvement opportunities. This role serves as the escalation point for lower-level staff.
Duties
Some of what to expect with this role:
• Lead business process design using Business Process Model and Notation (BPMN) to create standardized workflow visualizations, identify cross-functional inefficiencies, and recommend scalable improvements.
• Guide customer journey mapping efforts by designing and facilitating research activities to uncover system and process friction points across complex user experiences.
• Apply Lean Six Sigma's Define, Measure, Analyze, Improve, and Control (DMAIC) methodology to evaluate enterprise-level workflows, uncover root causes of inefficiencies, and implement strategic, data-informed process improvements.
• Assess and recommend emerging technologies that align with agency priorities and have the potential to transform business processes, improve user experience or increase automation.
• Use data visualization tools such as Power BI, Excel analytics or embedded reporting platforms to track KPIs, monitor adoption trends and identify systemic issues. Partner with leadership to interpret findings and drive data-informed decisions.
• Develop and present business cases for enterprise process changes and automation opportunities, clearly articulating business value, risks, implementation costs and return on investment (ROI).
• Facilitate and lead cross-functional sessions with business units, IT teams, policy owners and industry partners to evaluate proposed system changes and ensure alignment with organizational objectives.
• Monitor system performance, proactively identifying emerging issues, troubleshoot complex configuration and integration challenges in coordination with technical teams.
• Ensure systems meet security, access management and data governance requirements by leading audits, conducting access reviews and implementing corrective actions in collaboration with internal policy and security teams.
• Oversee the documentation and resolution of system defects, usability concerns and performance issues during testing phases. Review logged issues and validate fixes before release, building junior analysts as needed. Qualifications
Here's what we're looking for:
• Ten years of experience in business analysis, supporting enterprise-wide technology solutions and optimizing business workflows.
• The total years of experience must include experience in at least three of the following:
• Five years of experience coordinating enterprise system configurations, including role-based access control (RBAC), security settings, workflow automation and business rule implementation.
• Five years of experience conducting business process analysis and optimization using Business Process Model and Notation (BPMN), Lean Six Sigma's DMAIC methodology, or similar frameworks.
• Five years of experience gathering and documenting system requirements, writing technical specifications, conducting impact analysis for system changes, and collaborating with IT teams and vendors to implement system enhancements and integrations.
• Five years of experience leading user acceptance testing (UAT), including developing test plans, executing validation processes and tracking defect resolution.
• Experience must also be in at least two of the following:
• Three years of experience troubleshooting system issues, performing root cause analysis (RCA), and coordinating system updates or patches with IT teams and vendors.
• Three years of experience monitoring system performance and user engagement, identifying opportunities for continuous improvement and developing structured performance reporting frameworks.
• Three years of experience developing and implementing system adoption strategies, including creating training materials, facilitating end-user training and monitoring system utilization metrics. A bachelor's degree in information technology, business administration, computer science, or a related field can substitute for up to four years of experience.
Preference may be granted to applicants with the following:
• Certification in Business Analysis (e.g., Certified Business Analysis Professional (CBAP) or PMI Professional in Business Analysis (PMI .
• Lean Six Sigma Green Belt or Black Belt certification.
• ITIL Foundations certification.
• Experience working with large-scale enterprise applications such as ERP, CRM, or case management systems.
• Experience supporting enterprise identity and access management (IAM) solutions or authentication frameworks.
• Experience with workflow automation platforms or low-code/no-code solutions.
• Experience leading process improvement initiatives in a government or highly regulated environment.
• Experience with data visualization tools such as Power BI, Tableau or similar platforms. Supplemental Information
Telework: This position is approved for telework. However, it requires the incumbent to be onsite in our Olympia, Washington office multiple times throughout the month, to attend meetings, training and interactive sessions in person with WaTech's business partners.
