Onsite Requirement: A couple of days onsite required and travel to different sites.
Job Summary: The Senior Business Analyst (SBA) will serve as a key liaison between the client stakeholders, project management, and development teams during the modernization of the client Applicant and Administrator Applications. The SBA will work in close coordination with the Project Manager to elicit, analyze, document, and validate business and system requirements, ensuring alignment with the goals of scalability, performance, automation, integration, and improved user experience.
This role requires a seasoned professional who can operate independently, work with cross-functional teams, and bridge technical and non-technical stakeholders throughout all phases of the Software Development Life Cycle (SDLC).
Key Responsibilities Requirements Gathering and Analysis - Collaborate with stakeholders, subject matter experts (SMEs), and end-users to elicit and document functional and non-functional requirements.
- Translate business needs into clear, concise, and actionable business requirement documents (BRDs), functional specifications, and process models.
- Analyze existing client's systems, workflows, and data flows to identify gaps, redundancies, and inefficiencies.
Business Process Modeling - Map current and future state processes using MS Visio or equivalent tools.
- Identify opportunities for automation, workflow optimization, and self-service capabilities.
Stakeholder Engagement - Facilitate workshops, interviews, and meetings to gather input, validate requirements, and ensure stakeholder alignment.
- Serve as the point of contact between technical teams and business units, translating complex technical concepts into business language
System Modernization Support - Support the design and testing of the new system to ensure it aligns with documented requirements.
- Collaborate with UI/UX designers to define user interface requirements and ensure cross-platform compatibility (desktop, mobile, tablet).
- Participate in data migration planning and validation activities (DB2 to SQL databases).
Testing and Quality Assurance - Develop and execute user acceptance test (UAT) plans, scenarios, and scripts.
- Validate that delivered solutions meet business expectations and client compliance standards.
Reporting and Analytics - Collaborate with development teams to define data and reporting needs.
- Support the creation of dashboards and reports using tools such as Power BI, Excel, or DOE-provided reporting solutions.
Documentation and Communication - Prepare and maintain detailed documentation, including business cases, requirements traceability matrices (RTMs), test plans, and user guides.
- Present project updates, risk analyses, and requirement clarifications to senior leadership and governance committees as needed.
Qualifications - Experience: Minimum of 8 years of experience as a Business Analyst, including large-scale application modernization projects, preferably in the public sector.
- Technical Tools: Proficient in MS Visio, MS Project, MS PowerPoint, SQL Query (for data analysis and validation), MS Excel, and Power BI.
- Methodologies: Deep understanding of Agile and Waterfall project delivery methodologies; experience with hybrid models preferred.
- Domain Knowledge: Experience working with HR, hiring, billing, or educational systems strongly preferred.
- Communication: Excellent written and verbal communication skills; proven ability to interface with both technical and non-technical stakeholders.
- Problem-Solving: Strong analytical skills with the ability to think critically and independently troubleshoot problems.
- Experience working with large municipalities, state or federal agencies.
- Prior involvement in the modernization of legacy applications using .NET or similar frameworks.
- Exposure to data integration strategies across enterprise systems (e.g., Payroll, HR , Collections).
- Experience with performance testing support and reporting optimization.
- Compliance: Familiarity with data security standards and government/non-profit sector regulatory requirements.
Compensation and Benefits The projected compensation range for this position is $110,400 to $132,900 per year benchmarked in the Washington DC / Maryland area. The target salary is $120,800 for this role. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
