Senior Budget Analyst

Description of duties:

This position is contingent upon award. Seeking a strong candidate to provide budget & financial support to a Defense Acquisition program office. Extensive working experience with w/DoD/Army Financial databases (GFEBS & LMP, C-Probe, LMP and CCAR) is a requirement. This position is located in APG, MD and requires a security clearance.

  • Production of budget submission documents such as P Forms and R Forms.
  • May complete Program Objective Memorandums (POM) documents, Procurement forms (P-Forms), research, develop, test, and evaluation forms (R-Forms), andoperations and maintenance forms (O-forms)
  • Perform research and analysis to develop supporting documentation to include such items as programming, program objective memorandum, purchase request forms, and business management data calls task requirements in addition to preparing and submitting programmatic/budget data into designated acquisition and financial databases.
  • Assist the Government in the preparation of budgetary documents and reports for review and approval by the Government to include, but not limited to,military interdepartmental purchase requests (MIPR), performance work directives, and status of funds reports utilizing the following financial execution systems: General Fund Enterprise Business System (GFEBS), GFEBS Sensitive Activities (SA) and Logistics Modernization Program (LMP).
  • Documentation assistance may include, but is not limited to: documentation for program requirements; cost and manpower requirements estimates; justification for costs and manpower; justification for delays in program spending; modifications to program budget submittals and back-up data/charts to support the estimates for systems; program and budget submissions; program office estimates; OMB reports; congressional inquiries; audits; other programmatic documentation; and information papers and briefings.
  • Provide GFEBS expertise to business management in support of GFEBS Basic and GFEBS SA system support for business and financial transactions, analysis, funds distribution and reporting, system reporting, audit support, and work with programs and GFEBS Administration to resolve system operational and access issues and submitting GFEBS helpdesk tickets.
  • Engage with programs to guide and support them through business management tasks (e.g., spend plan, GFEBS WBS establishment and maintenance for funding, joint program reconciliation, budget reconciliation and execution tasks), acquisition milestone tasks, decisions, and events.
  • As a GFEBS expert, the analyst works to coordinate the research and resolution of Intermediate Document (IDOC) errors for all interfaces - Funds Control Module (FCM), Defense Travel System (DTS), Third Party Payment System (TPPS), Automated Time Attendance and Production System (ATAAPS), Defense Civilian Pay System (DCPS), LMP, Standard Procurement System (SPS), Government purchase card (GPC) in support of business management activities and prepare status reports.

Education/Experience:

  • BA/BS or higher and
  • 8 or more years exp. providing budget & financial supporting a Defense Acquisition program office.
  • An additional 8 years' experience in a related field may be substituted for education.
    • Master's or higher may substitute for 4 years of experience if the degree is in a related field.
  • Extensive experience with DoD/Army Financial databases (GFEBS & LMP, C-Probe, LMP and CCAR).
