Job Description

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

As a Senior Application Developer, the employee performs a complete range of information system development and analyst assignments including, but not limited to, SAP Programming and Configuration duties and tasks for important applications and systems supporting Treasury, primarily the Michigan Integrated Tax Administration System (MIITAS) written on our SAP COTS application which includes the State of Michigan Business Taxes, and City taxes, and the SAP S/4 Collections system. This includes our supplemental third-party tools utilized by all systems. This individual will be looked upon to provide technical support to other team members and evaluate new development tools and agency systems. Evaluate, document, and inform DTMB management and supported client agency of impact and risks, including disaster recovery planning, to existing IT solutions due to proposed legislation, enhancement requests, or changes in governmental processes or procedures. Actively participate in the development and implementation of assigned client agency's IT strategic direction/plan. Mentors other DTMB staff to resolve client agency IT issues. This position will be responsible for the Production Support and Maintenance and Operations activities associated with Application Development team. This includes but is not limited to work on our various SAP environments, Application Servers, and Scheduling Tools. This position will work directly with the Application Development Team Lead to review and approve deliverables by development staff to ensure safe and effective release implementations. This position will work directly with the client to troubleshoot issues and work toward solutions.

Fingerprinting Sub-class. Positions assigned subclass codes and individuals appointed must possess the required specialized experience. This position has a FTINPRINT sub-class code. The sub-class code indicates the position has access to Federal Tax Information (FTI) and requires passing of a fingerprint-based background check per IRS Publication 1075.

SIGNING BONUS:

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Position Location/Remote Office: The office location is Dimondale, MI. The State of Michigan is not able to offer employment to out of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

Required Education and Experience

Education

Information Technology Programmer/Analyst 12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience

Information Technology Programmer/Analyst 12

Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.

Alternate Education and Experience

Information Technology Programmer/Analyst 12

Possession of an associate's degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
