PrimCorp, LLC is seeking to fill a full-time position for a Senior Level Acquisition Specialist to support the Department of Homeland Security, Acquisition Management Division. Position is located in Washington, DC. C andidates must have a minimum of a National Agency Check with Inquiries Investigation. Job Requirements The candidate will perform the following duties: Responsible for the analysis and evaluation of contracting matters, including but not limited to construction contracts, service agreements, and procurement activities. This involves assessing project specifications, timelines, compliance requirements, and vendor qualifications to ensure alignment with regulatory standards and organizational goals. Lead the initiation, development, and recommendation of contracting policies, procedures, guidance, and control measures for subordinate contracting activities within the department or agency. This includes crafting strategic policies that streamline procurement processes, enhance contract compliance, and mitigate risks associated with large-scale construction projects and complex service agreements. Facilitate the award of all assigned purchase requests, ensuring that construction contracts are structured to support clear deliverables, safety compliance, budget adherence, and project milestones. Collaborate with stakeholders to negotiate terms that reflect project objectives while maintaining compliance with Federal Acquisition Regulations (FAR), Customs and Border Protection (CBP) regulations, and agency-specific policies. Support the continued administration of contracts and other agreements, including construction and development projects, ensuring that all deliverables are met according to the terms of the agreement. This encompasses regular site visits, contractor evaluations, compliance audits, and progress reporting to maintain project integrity and regulatory compliance. Monitor and enforce contract modifications, claims resolutions, and amendments related to construction projects, ensuring any changes to project scope, budget, or timeline are documented and managed effectively. Work collaboratively with project managers, architects, engineers, and compliance officers to oversee construction milestones, track deliverables, and address any issues that arise during the project lifecycle. Conduct risk assessments and mitigation planning for construction contracts, identifying potential vulnerabilities and establishing contingency plans to address unforeseen challenges. Ensure that all documentation and reporting requirements are maintained throughout the contract lifecycle, including financial records, change orders, and compliance certifications.
