Overview Senior Acquisition Program Cost Analyst/Estimator (SIOP-6): Bowhead seeks an experienced Senior Cost Analyst/Estimator to join our Shipyard Infrastructure Optimization Program (SIOP) team. SIOP is a high priority program being that is expected to be designated as an ACAT Program. This position will be located at the Washington Navy Yard. The Shipyard Infrastructure Optimization Program, is chartered with the design and execution of the recapitalization and modernization of the infrastructure at Pearl Harbor, Puget Sound, Norfolk and Portsmouth Naval Shipyards to include critical dry dock repairs, restoring needed shipyard facilities and optimizing their placement, replacing aging and deteriorating capital equipment, and implementing technology innovations. Critical to the success of the program is the design, development, implementation, and management of the SIOP Operations Center (SOC). The SOC will serve as both a working and briefing space to provide a central node for actionable information to enable staff problem solving, in alignment with best business practices (NPIER) to Get Real, Get Better, and to track and view key program status areas to inform problem solving, prioritize action, and escalate issues to achieve program objectives. Responsibilities The Senior Cost Analyst/Estimator will develop, review, and comment on the accuracy, integrity, and completeness of cost-related documents, such as Cost Analysis Requirements Description (CARD), Acquisition Program Baselines, and other Acquisition and cost-related documents. The Senior Cost Analyst/Estimator will support the Bowhead/SIOP Acquisition Team in the development of cost models and Cost Estimates in accordance with DoD 5000 Series requirements applicable to Major Defense Acquisition Programs, and in conjunction with technical and programmatic supporting documentation. The Senior Cost Analyst/Estimator will lead development of cost-focused products and work to resolve any disparities with Independent Cost Estimates performed by outside agencies as part of Bowhead's highly qualified interdisciplinary team. The Senior Cost Analyst/Estimator must be comfortable in a challenging, collaborative, multi-tasking, dynamic, high-tempo, deadline-intensive environments. The Senior Cost Analyst will develop cost estimates and models to support a wide range of end products to include, but not limited to: Cost Benefit Analysis (CBA) Analysis of Alternatives (AoA) Life Cycle Cost Estimates Total Ownership Cost (TOC) Analysis Cost Analysis Requirements Document (CARD) Acquisition support to assist the program in achieving Milestone approvals Develop, present and defend cost estimates through various cost agencies (i.e. DOD Cost Assessment and Program Evaluation (CAPE) office, US Army Corps of Engineers, etc), in addition to project customers. Develop Program level cost estimates and reconcile with independent estimates Provide objective cost/financial analysis, insight, and recommendations to customers Participate in and/or lead collaborative working groups among a variety of government and industry organizations Qualifications Active DoD security clearance Bachelor's Degree (Mathematical/Statistical background preferred, but not mandatory) Applicable certification (i.e. Certified Defense Financial Manager, Certified Construction Manager, PMP, or Professional Cost Estimator/Analyst) Ten (10) years of experience conducting cost analysis, financial management, execution, tracking, and program analysis, preferably in a DoD ACAT environment Knowledge/Experience using various cost estimating software tools (i.e. ACEIT and Crystal Ball) Advanced Excel skills Excellent listening as well as oral and written communication skills and be able to work collaboratively with customers and colleagues To set yourself apart, highly qualified candidates will have a practical understanding and knowledge of these key functional areas: Experience in the use of digital models to build estimates based on optimized facility layouts Ability to demonstrate an understanding and use of cost estimating best practices-as defined in GAO Cost Estimating and Assessment Guide/Department of the Navy Cost Estimating Guide , including a program baseline, work breakdown structure, methodology and key assumptions, inflation, and fully addressing risk and uncertainty Sensitivity analysis to evaluate implications of changes in ground rules and assumptions Experience in cost estimation development in large-scale construction projects, incorporating facility optimization/modernization and capital equipment investment Physical Demands: Must be able to lift up to 20 pounds Must be able to stand and walk for prolonged amounts of time Must be able to twist, bend and squat periodically SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
