Duties As a Security Officer (Research & Development Program) at the GS-0080-14 some of your typical work assignments may include: Oversight and management of the accreditation, operation , transition and/or termination of SAP activities at defense industry and mission partner locations. Serves as an OPSEC Coordinator, creating, assessing, and implementing OPSEC requirements for their Technical Office programs. These duties also include reviewing, assessing, and making public release recommendations IAW Public Release policies. Responsible for developing security guidance in the conduct of contract solicitations, awards, execution, and termination for DARPA S&T programs. In addition, the PSO must support DARPA contract source selection processes through professional analysis, risk management, and recommendations regarding proper solutions to program security requirements. Assesses emerging critical technologies and makes recommendations regarding possible technology protection courses of action through the analysis and categorization of information and programs as fundamental research, controlled unclassified information (CUI), collateral, or special access program. Responsible for understanding, assessing, and providing recommendations to the DARPA Foreign Disclosure Officer regarding DARPA International Cooperation and DoD project agreements/arrangements with foreign partners. The PSO is responsible for drafting Delegation of Disclosure Authority Letters and Program Security Instructions for these agreements/arrangements. Requirements Conditions of Employment Must be a U.S. Citizen Occasional Travel Work Schedule: Full-time Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Overtime: Occasionally Tour of Duty: Set Schedule Fair Labor Standards Act (FLSA): Exempt Financial Disclosure: Required Telework Eligibility: This position is situational telework eligible This is a drug tested designated position Resume and supporting documents (See How To Apply) Qualifications You may qualify at the GS-14 , if you fulfill the following qualifications: One year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service (experience may have been gained in the military or private sector): Knowledge of the implementation, execution, and application of S&T security policies and processes including, but not limited to, information, industrial, international, personnel, physical, operational, communications, operations, and special access program/compartmented program security disciplines, coupled with research technology program protection, program protection, critical program information identification, horizontal protection, the application of risk management principles, and execution of sensitive test activities. Develop and coordinate technology transfer agreements and security agreements to support transition of S&T/RDT&E programs to the acquisition and operations communities. Knowledge, understanding, and application of current program security Executive Orders, DoD Directives, Public Laws and other policies and procedures supporting the establishment, management, reporting and conduct of DoD acquisition, Science & Technology (S&T) or Research, Development, Test and Evaluation (RDT&E) programs at all levels of classification, to include fundamental research, controlled unclassified, collateral, and Special Access Programs (SAPs). Knowledge of the requirements and processes for approval of Sensitive Compartmented Information Facilities (SCIFs) or SAP Facilities (SAPFs) and SAP information technology certification & accreditation at cleared contractor locations. Experience in security incident management, including initial containment and reporting, risk analysis, recovery actions, and long-term mitigation and corrective actions to minimize impacts to safety, security, and program cost/schedule/performance.
