The Security Assistant provides support to the Processing Team and Foreign Ownership, Control or Influence (FOCI) and Facility Clearance (FCL) Program. Serves as the operational liaison between the FOCI/FCL Team and the Personnel Security (PERSEC) Team. This position provides diverse technical personnel security and FOCI/FCL support services and support functions necessary to support the Department of Energy (DOE) National Nuclear Security Agency (NNSA) Office of Personnel and Facility Clearances & Classifications (OPFCC) Contractor Support Services. This position will support the FOCI/FCL Team as necessary. Excellent verbal and written communication skills will be called upon daily to work with OPFCC staff, Albuquerque Complex staff, Federal and Contractor supervisors, Field Office points of contact and outside agency personnel. Responsibilities Ensures data entry for all clearance actions and FOCI/FCL actions, including data entry into various databases and spreadsheets, is accurate and timely entered. All written products must be professionally prepared, and technically and grammatically correct. Able to use the U-SSIMS database to conduct facility clearance operations.
Able to use the DCSA Access Portal to access DCSA facility clearance inquiries.
Ensure completeness of FOCI documentation identifies and analyzes foreign interests and mitigating information, prepares detailed written analysis of all available information, and makes a written determination or recommendations for further action. Conducts contract number validation checks per request.
Conducts Key Management Personnel (KMP) verification checks weekly and advises FOCI/FCL/Processing Team staff of KMP status changes. Maintains a KMP Tracker Excel spreadsheet for federal FOCI/FCL staff. Performs data queries and retrieves data from e-FOCI and FOCI databases to prepare reports using Microsoft Access databases and Excel.
Completes Safeguards and Security Information Management System (SSIMS) training and enters data in SSIMS database accurately. Provides technical expertise for the registration of facility clearances and security activities and ensures that all requirements of the facility clearance have been met; to include FOCI and justifying security activities.
Prepare and reconcile any reports for timely submission as required.
May act for Section or Team Lead during their absence from the office. Qualifications Bachelor's degree from an accredited university in a business-related field or 2 years equivalent personnel security experience in Processing. Working knowledge of the DOE NNSA Personnel Security Program, DOE Manual 470.4-5, Personnel Security and OPFC Standard Operating Procedures. Wide range of experience in Processing; including the applicant and reinvestigation programs and experience with e-Qip. Experience in conducting research and interpreting, analyzing and summarizing information to be used in writing clear and concise reports. Ability to work independently and experience with detail-oriented tasks and proven time management skills. Demonstrated experience meeting compliance with federal requirements and performance of contract work and deliverables. Demonstrated knowledge in the following areas: good verbal skills and effective communication at the professional level, with excellent writing skills to include good grammar, spelling and proofreading skills.
Intermediate knowledge of Microsoft applications (Word, Excel, and Outlook).
Active DOE Q clearance or ability to obtain a DOE Q clearance.
