POSITION SUMMARY Blue Sky is seeking a Scrum Master who will serve as a key facilitator and agile coach for a cross-functional team supporting a well known U.S. federal government agency. This role supports the iterative development, operations, and maintenance of public-facing websites. The Scrum Master will ensure that agile principles are followed, facilitate effective collaboration among team members and stakeholders, and support continuous improvement throughout the project lifecycle.
ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES - Facilitate all Scrum ceremonies (Daily Standups, Sprint Planning, Retrospectives, Reviews).
- Guide the team and organization in effectively applying Agile/Scrum practices and values.
- Support the Product Owner (PO) with maintaining the product backlog, defining acceptance criteria, and planning Program Increments (PI).
- Coordinate and track user stories, sprint goals, and deliverables using Jira and Confluence.
- Identify and remove impediments to team progress to ensure successful delivery.
- Foster a safe, open environment for problem-solving and experimentation.
- Support coordination with the Agile Release Train (ART), including planning and reporting.
- Ensure team adherence to SAFe Agile methodologies
- Promote UCD principles, accessibility standards (Section 508), and data-driven design practices.
- Collaborate with developers, UX, content strategy, and government stakeholders to align objectives and deliverables.
MINIMUM QUALIFICATIONS - 5+ years of experience as a Scrum Master in an agile environment.
- Strong understanding of Agile, Scrum, and SAFe methodologies.
- Proficiency using Jira and Confluence for Agile project tracking and documentation.
- Previous work experience managing a large-scale website development and implementation
- Excellent facilitation, coaching, and interpersonal skills.
- Experience working with multidisciplinary teams including UX, development, and QA.
HIGHLY DESIRED SKILLS - Experience supporting federal digital services or working in government environments.
- Familiarity with Section 508 compliance and accessibility standards.
- Understanding of the Executive Order on Transforming Federal Customer Experience.
- Knowledge of U.S. Web Design System (USWDS), Drupal 10, and federal design frameworks.
- Familiarity with analytics tools such as SiteImprove, Google Analytics, HotJar, and Optimal Workshop.
- Exposure to DevOps practices, CI/CD pipelines, and Agile metrics reporting.
CERTIFICATIONS - Certified ScrumMaster (CSM) or equivalent (e.g., SAFe Scrum Master, PMI-ACP).
- SAFe 5 Scrum Master or Advanced Scrum Master Certification is highly preferred.
EDUCATION - Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field.
- Equivalent combination of education and experience will be considered.
PHYSICAL, MENTAL, AND ENVIRONMENTAL CONDITIONS - Primarily remote work environment with occasional travel to facilities (e.g., Washington, DC or Kansas City, MO) for in-person meetings as needed.
- Must be able to work during core government hours (9:30 AM - 2:30 PM local time).
- Must be able to operate a computer and communicate effectively in virtual environments.
- Requires a high degree of self-direction, attention to detail, and ability to manage multiple priorities.

- Must complete required AgLearn trainings (e.g., Information Security, Unconscious Bias, Section 508) within the designated timeframe.
