JOB SUMMARY:
The State Auditor's Office (SAO) is seeking a SAS Developer to join our team. The SAS Developer will be responsible for developing SAS software solutions to fit the SAO's needs and support our audit processes. The position also involves maintaining and supporting existing SAS programs and applications.

Performs computer programming work, as needed, involving analyzing system specifications to develop software for computer applications; developing solution software; documenting the methods and procedures used in software development; and testing, correcting, and revising software.

ESSENTIAL JOB FUNCTIONS:
  • Develop, maintain and enhance SAS programs and SAS based applications.
  • Administration of SAS Office Analytics.
  • Analyze and generate reports from the State of Texas financial, personnel, and property management systems (USAS, HRIS, SPRS, USPS, SPA) using SAS.
  • Select and apply appropriate data analysis tools, including SAS, Excel, Access, and Arbutus Data Analytics.
  • Prepare and present accurate and concise verbal and written reports to clients and management.
  • Utilize project management tools to plan, track, and report on project timelines.
  • Perform assigned work independently, with minimal guidance from leadership.
MINIMUM QUALIFICATIONS:
Bachelor's degree in accounting, business administration, computer science, computer/management information systems, or a related field. Master's degree preferred. (Transcript required upon interview.)

At least five (5) years of experience with State of Texas financial, personnel, and property management systems and performing data analysis using SAS. Those systems include: Centralized Accounting and Payroll/Personnel System (CAPPS), Uniform Statewide Accounting System (USAS), Human Resource Information System (HRIS), Standardized Payroll/Personnel Reporting System (SPRS), Uniform Statewide Payroll/Personnel System (USPS), and State Property Accounting System (SPA).

Relevant certifications and advanced degrees may substitute for one year of experience.

Knowledge, Skills & Abilities
  • IBM's Mainframe Operating Systems, 3270, Job Control Language (JCL), and Db2.
  • IBM mainframe Resources Access Control Facility (RACF).
  • SAS Office Analytics / Base SAS 9.4.
  • Knowledge of State of Texas financial, personnel, and property management systems.
  • SQL (preferred qualification).
  • SAP Business Objects (preferred qualification).
  • Arbutus Data Analytics (preferred qualification).
