The Forensic Nursing Program Manager will coordinate all aspects of the Forensic Nursing Program at St. Luke's University Health Network. The Forensic Nursing Program utilizes trained Forensic Nurse Examiners (FNEs) who provide medical forensic examinations to survivors of sexual assaults, intimate partner violence and human trafficking. The Forensic Nursing Program Manager recruits and supervises forensic nurse examiners, prepares required reports, evaluates the Forensic Nursing program, develops and expands the program and conducts medical forensic examinations as needed.

JOB DUTIES AND RESPONSIBILITIES:

  • Interviewing, hiring, and training sexual assault nurse examiners within the SLUHN Forensic Nursing Program as a forensic nurse examiner (FNE) providing care to sexual assault patients

  • Creation, Maintenance and Management of Continuing Education for all forensic nurse examiners (FNE) staff members

  • Updating and Maintaining Sexual Assault and Intimate Partner Violence Policies based on evolving PA legislation and the Sexual Assault Medical Forensic Examination National Protocol and DOH guidelines

  • Management of payroll for all FNE/Forensic Nurse Examiner Staff

  • Maintenance and ongoing review of sexual assault and IPV case documentation, photography, and overall care of sexual assault and IPV victims for optimal patient outcomes as established by National Best Practice Standards for FNE patients, as defined by PA Legislation, the PA DOH, International Association of Forensic Nurses (IAFN) and the Pennsylvania Coalition Against Rape (PCAR.) All of which set national and state guidelines for care of the sexual assault and intimate partner violence patients.

  • Continued Coordination with Law Enforcement in reference to ongoing criminal cases and maintenance of records regarding sexual assault and IPV evidence being held at SLUHN facilities

  • Coordination of sexual assault and IPV evidence collection by proper law enforcement jurisdiction and/or investigating agency

  • Maintaining collaboration and relationship with various District Attorneys and/or DA representatives in PA SLUHN residing counties

  • Monitoring and supporting Forensic Nurses that receive subpoena for court testimony, to effectively prepare for and stand for trial

  • Maintaining ongoing relationship and collaboration with local resources (Victim's Advocacy, Children's Advocacy Centers, Local colleges and Universities, Community Health services, HIV and STI prevention services)

PHYSICAL AND SENSORY REQUIREMENTS:

Sit up to 2 hours per day; 1 hour at a time. Stand for up to 8 hours per day; 4 hours at a time. Walk up to 6 hours per day; 10 minutes at a time. Consistently lift, carry, and push objects up to 10 pounds. Frequently lift, carry, and push objects up to 75 pounds. Transport patients weighing up to 250 lbs. via wheelchair, bed and/or stretcher with assistance when appropriate. Consistently pull up to 10 lbs. Frequently pull up to 250 lbs. with assistance when appropriate. Frequently stoop and bend, crouch, kneel and climb. Frequently reach above shoulder level. Occasional crawling. Must be able to perceive attributes of an object through touch. Frequently finger and handle objects. Occasionally firmly grasp, twist, turn objects with hands and fingers. Must be able to hear as it relates to normal conversation, and high and low frequencies. Must be able to see as it relates to general, near, far color, and peripheral vision, depth perception, and visual monotony (e.g., computer screen).

EDUCATION:

Bachelor of Science Degree in Nursing required, MSN preferred with specific education/qualification in forensic nursing. Current PA RN license.

TRAINING AND EXPERIENCE:

Minimum of 3 -5 years practicing as a SANE/FNE nurse. Must have successfully completed SANE/IPV Didactic Training. Must have successfully completed a Clinical Preceptorship Course in sexual assault nurse examination. Must have successfully completed case-training and/or orientation with experienced FNE nurse. SANE-A Certification required with additional SANE-P certification preferred.Additional Training in IPV/Strangulation preferred.
