SALARY: Starting at $65, 920 (commensurate with experience)

SUMMARY: This position involves collecting, reviewing, researching and analyzing commercial property sales for ad valorem purposes to ensure the accuracy of OCPA property evaluations.

DUTIES AND RESPONSIBILITIES: The essential duties of the Sales Review Support Specialist I, Commercial Valuations include but are not limited to the following:
  • Participates in collecting, analyzing, and reviewing commercial property sales data in Orange County, Florida.
  • Uses contact tracking software to collect contact information of buyers, sellers, and other commercial property transaction market participants.
  • Attains proficiency and competency in the meaningful verification of both timeshare sales and commercial property sales transactions.
  • Performs commercial real estate research, including the collection and evaluation of comparable sales data, comparable income, and expense data, as well as market trends and market-derived overall capitalization rates data, commercial property physical and location characteristics, zoning, entitlements, 1031 exchanges, etc., as necessary to understand factors related to commercial sales transactions.
  • Performs research utilizing all available public and paid data sources, such as, but not limited to: CoStar, OBJ, GrowthSpotter, Orlando Sentinel, Sunbiz, Trepp, SEC websites (10K's, 10Q's), recorded mortgage documents and others.
  • Responsible for accurately inputting relevant sales transaction data and parcel characteristics discovered during the research process into the mass appraisal system.
  • Prepares spreadsheets containing the information gathered through the commercial sales verification research and relevant data for the analysts to use in the valuation process.
  • Communicates and discusses commercial sales verification process findings with the sales qualification team.
  • Contacts and interviews buyers, sellers, and/or commercial property sales market participants.
  • Achieves positive/tactful/respectful interactions with the public during phone sales verification conversations.
  • Respond to citizen and other inquiries timely and accurately while communicating the position of the Property Appraiser in a positive, uniform, and consistent manner.
  • Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
    • May be required to become and Emergency Responder for emergency damage assessment purposes.
    • May volunteer to staff the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duty.
  • Meet all income and expense confidentiality and non-disclosure obligations consistent with applicable law and agency policy.
  • Meets all attendance and punctuality requirements by reporting to work consistently and on time in accordance with agency policy.
  • Performs other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.
SUPERVISORY RESPONSIBILITIES: This position does not have direct reports.

SKILLS AND QUALIFICATIONS:
  • Years of experience required. Must have two (2) years of related experience and be familiar with the property appraiser's comprehensive appraisal technology software.
  • Education: A bachelor's degree in business or comparable discipline, or related field preferred from an accredited institution.
    • Substitution: High School Diploma or possession of a GED Certificate and two years of experience as an appraiser in a government assessment office; or two years of experience as a private real estate appraiser; or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies.
  • Certificates, licenses, and registrations:The professional designation of Certified Florida Evaluator (CFE) is preferred or must be obtained within a three-year period, given course availability.
  • Computer skills required: Database software (Microsoft Access); Internet software; spreadsheet software (Microsoft Excel); project management software; word processing software (Microsoft Word); electronic mail software (Microsoft Outlook); presentation software (PowerPoint).
  • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
  • Additional Skills Required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability, and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
  • Ability to read and interpret maps, blueprints, plats, and aerial photos.
  • Geographical competency of the real estate market in the Orlando Metropolitan Statistical Area (MSA) including the real estate market within Orange County, Florida is preferred.
  • Ability to research and interpret terms of sales for qualification.
  • Language Skills: Bilingual in English and Spanish preferred but not required.
