Duties Performs a broad range of flight safety duties. Monitors all applicable flight-related facilities and operations as part of a continuous quality improvement program. Conducts aircraft mishap investigations. Manages flight mishap response program. Manages the wing's Bird/Wildlife Aircraft Strike Hazard (BASH) program. Establishes a BASH plan that meets command operational requirements. Manages the wing's Midair Collision Avoidance (MACA) program. Serves as SBD 1 Risk Management Program Manager (RM). TDY (Temporary Duty) will be required as incumbent is responsible for overseeing/monitoring the Pituffik SB aviation safety program elements. TDY may require the use of regularly scheduled military or commercial transportation. Current or recently rated Air Force pilot or navigator experience is desired. Previous completion of the USAF Flight Safety Officer course is desired. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The work requires the employee to access facilities and infrastructure which may require climbing on, crawling under or extensive walking at construction sites, hard hat areas or other base areas. Safety and Occupational Health Management Series 0018 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-09 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include Comprehensive knowledge of safety principles, concepts and directives related to aviation safety. Knowledge sufficient to manage the wing's total flight safety program comprised of numerous local tenant units and one geographically separated unit overseas. Knowledge of all flying safety activities in the wing and governing regulations, laws, principles, and practices to enable the incumbent to serve as a technical authority and to expertly advise the wing commander and staff on all matters pertaining to flight safety, associated equipment and facilities within the wing; to recommend substantive safety program changes or alternative management techniques or administrative procedures critical to the resolution of flight safety problems within the wing and tenant units; to advise lateral staff agencies and higher headquarters in regard to all aspects of the wing flight safety program; and to plan, organize, coordinate and evaluate the implementation and execution of flying safety programs for the wing and tenant units. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of numerous established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures; and risk assessment methods and techniques for evaluating normal safety and occupational health risks. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 4. Knowledge of standard training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. 6. Ability to plan, organize work, and meet deadlines.
