General description

The Railroad Commission of Texas seeks an experienced Project Manager to perform advanced (journey-level) to complex (senior-level) project management work for the Information Technology Services (ITS) Division. Major responsibilities include coordinating the planning, initiation, and execution of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, contracted vendors, outside industry vendors, and other relevant parties. The position is responsible for coordinating the planning and initiation of multiple inter-related projects (including Software Development implementations, Hardware/Middleware/Operating System upgrades, and process improvement initiatives); ensuring the proper monitoring of progress, budgets, and schedules of projects; and communicating with project stakeholders, management, vendors, and other relevant parties. Ensures that deliverables and materials are produced and maintained in accordance with established processes and procedures, are of consistent quality, and use accepted project management methodologies. May assign and supervise the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This role also includes coordination of work to meet agency goals and objectives as set forth by agency management. Works under limited supervision with latitude for the use of initiative and independent judgment. This position has also been approved for 100% telework.

Essential Job Duties
•  Provides leadership and oversight on all aspects of a project or enterprise initiatives translating business requirements into supporting software implementations and infrastructure solutions. Is seen as an IT Professional with a broad range of understanding of IT technologies, infrastructure, and business processes.
•  Manages projects using accepted project management methodologies to assign tasks to team members, develop project management artifacts and reports, and coordinate complex contracted and internally facing work.
•  Responsible for planning and coordinating cross-functional resources to deploy or optimize virtual or physical infrastructure components within the predicted cost, time, and quality estimates.
•  Create or support the development and maintenance of complete project management plans and schedules that include all WBS elements of the project business, such as milestones and critical path activities.
•  Review and edit documentation to ensure the validity and accuracy of information.
•  Ensure the timely posting of all required project management artifacts and approvals in compliance with our agency standards.
•  Work with appropriate personnel to define scope, timelines, and budget.
•  Monitor each Project's progress to ensure that goals are achieved within the defined scope, time, and budget.
•  Maintains budget records, reconciles accounts, and prepares statements of expenditures for projects.
•  Measures, tracks, and evaluates progress against the project plan, deliverables, milestones, and required tasks.
•  Produce and deliver RRC reports that include project progress, schedule, budget, risks, and issues.
•  Creates and implements communication plans. Prepares reports for leadership regarding the status of projects.
•  Participate in project meetings, and capture status updates and action items.
•  Proactively engage with all team members to create and deliver complete presentations on project goals and plans, including status reports.
•  Identifies potential project risks and issues and designs strategies to mitigate or avoid them.
•  Creates documentation procedures to capture and deal with changes in the original project plan.
•  Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of the project contract or specifications.
•  Work collaboratively with other project managers and staff members to achieve project goals.
•  Ensure compliance with Commission security standards and policies and recommend updates as needed.
•  Provide good customer service.

Qualifications:

Minimum Qualifications
•  Bachelor degree from an accredited four-year college or university, preferably with major coursework in Information Systems, Computer Science, Data Processing, Communications, Business, or a related field.
•  At least three (3) years of experience with infrastructure and data center projects, such as refreshing the hardware, operating systems, and middleware and reinstalling and configuring software applications.
•  At least five (5) years of experience with software implementations through custom code development or configuration/customizations of low-code platforms
•  At least three (3) years of Project Management experience which includes the preparation of Project related documentation, planning & managing project activities, and implementing projects or maintenance activities.
•  At least three (3) years of hands-on experience with IT Application/Technical support.
•  At least two (2) years of experience leading or managing projects that included transitioning applications or data from legacy/mainframe systems to other platforms, including the applications or data from legacy/mainframe systems to other platforms, including modern technologies.
•  At least three (3) years of experience managing multiple simultaneous projects.
•  At least three (3) years of experience managing projects through the full lifecycle ranging from 3 - 18 months.
•  At least two (2) years of experience with Data center migration, technology upgrades, and/or system implementations.
•  Total years of experience may run concurrently.
•  Experience and education may be substituted on a year-for-year basis. Preferred Qualifications
•  Five (5) years of progressive Project Management experience in project management theories and practices applicable to highly complex hardware and software projects; of systems and procedures used to evaluate a third-party vendor's performance, including Agile, Agile Toolset (i.e., Scrum, Kanban) and the DIR Project Management Framework
•  Three (3) years of experience planning for and assessing resource needs for IT-related strategic objectives.
•  Three (3) years of experience in data-focused projects, like moving from Legacy to newer platforms.
•  Experience budgeting for and participating in IT procurement activities and scheduling.
•  Experience working in fast-paced and ever-changing environments; establishing project goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information; and developing plans to address identified issues.
•  Experience managing diverse project teams (in-house, multi-vendor - System Integrator, Quality Control).
•  Possesses the cross-functional expertise and required technical knowledge to manage all aspects of an IT project (Virtual and Physical Infrastructure, Networks, and Security), with key experience in IT/ Migrations (Data, Platform Virtualization VMs Virtual Machines ).
•  Working knowledge of Windows Servers, VMWare, Cisco Network Switches & Routers, Wi-Fi, Netapps storage, NetBackup, Active Directory, DNS, load balancing, VoIP, Cisco Call Manager, Data Center, Cloud, Oracle, data replication, content management, Business Intelligence, network performance management, application performance management, Desktop, laptops, Smartphones, Information Security.
•  Proficient with Microsoft Office tools including Word and Excel (PowerPoint, Visio,Teams and Project desirable).
