General Description Performs advanced (senior-level) computer programming in an IMS/application mainframe environment. Work involves overseeing programming projects, analyzing proposed applications, and designing software solutions. Works under minimal supervision, with considerable latitude for initiative and independent judgment.
Essential Job Duties - Oversees and/or performs work on programming projects, including those that are highly complex in nature and/or large in scale.
- Oversees and/or writes test plans and test cases.
- Oversees and/or develops diagrams and flowcharts to represent operations and data flow for applications.
- Coordinates and/or performs highly complex coding, testing, and debugging applications as requested by end user management.
- Coordinates and/or analyzes proposed applications regarding equipment requirements and capabilities.
- Coordinates and/or analyzes, reviews, and revises software to increase operating efficiency or to adapt new procedures.
- Coordinates and/or performs the research and analysis required for project proposals, software, and systems modifications.
- Develop instructions or manuals for end users.
- Provides technical advice and assistance in matters related to programming activities.
- May lead the work of others.
- Develops, analyzes, and revises system designs, procedures, program code, test cases, and quality standards.
- Formulates logical descriptions of problems and devises optimum solutions.
- Adheres to and recommends information systems security requirements and processes in use at the agency.
- Performs other duties as assigned.

- 5+ years' CICS/BMS experience
- Bachelor's degree from an accredited four-year college/university with coursework in data processing, computer science, business administration, or a related field
- 3+ years' experience in COBOL, CICS, JCL, REXX, ISPF, File-Aid or a similar product
Preferred Qualifications - Hands-on experience with Mark IV
- Hands-on experience with Jobtrac
- 5+ years' ISPF and other IBM utilities experience.
- 5+ years' experience working with File Aid.
- 3+ years' experience working with Expediter
- 3+ years' JCL experience
- 3+ years' experience working with IMS and VSAM
- 3+ years' experience reading code, understanding business rules, and modifying programs based on user requirements.
Programmer IV Minimum Qualifications - 6+ years' detailed knowledge of developing and maintaining IMS/application mainframe applications
- 6+ years' CICS/BMS experience
- Undergraduate degree from an accredited university.
- 4+ years' experience in COBOL, CICS, JCL, REXX, ISPF, File-Aid or a similar product.
Preferred Qualifications - Hands-on experience with Mark IV

- Must have excellent communication skills, both written and oral.
- Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
- Skill in problem solving, critical thinking, programming, the use of hardware and software, and modifying or developing software for applications.
- Ability to process information logically; to design programs and systems logic; to prepare program specifications; to code, test, and debug software; to interpret technical information related to programming and other areas of data processing; and to communicate effectively.
Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
