ASSIGNMENT DETAILS UC San Diego Department of Biosciences is hiring a temporary Research Administrator 2 to support the campus operations.
Duration: This role is anticipated to last 6 months but could be extended.
Compensation: $34.87 to $37.73/hour
Work Schedule: Monday - Friday, 8:00-4:30pm
Location: Fully remote, Must live in California.
DESCRIPTION This is a professional position at the intermediate level, fully operational level of the Research Administrator series. The incumbent applies acquired job skills, policies, and procedures to complete substantive assignments / projects / tasks of moderate scope and complexity; exercises judgment within defined guidelines and practices to determine appropriate action.
- Under general supervision, develops and / or oversees research proposals, awards and / or transactions related to contract and grant management and maintains contract and grant records in compliance with institutional and research sponsor policies.
- Works on proposals of moderate scope such as single investigator NSF proposals where analysis of financial information or reports requires review of a variety of factors (e.g. budgets, salaries, expenses, etc).
- Receives assignments on project basis and fully analyzes problems, gathers data and information, and recommends solutions. May be eligible for delegated signature authority.
- Completes and approves transactions for signature by manager or other authorized institutional official. The incumbent will be providing moderate analytical and financial support in proposal processing, contract and grant administration, and budget development, including pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors.
- Involves activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and/or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance; administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting from a variety of campus systems, including Kuali, UCPath, and Oracle Financial; and sub award/subcontract issuance and administration.
- The complexity of the proposals and awards are defined as follows: Type of Proposals - Unsolicited proposals; some RFA, RFP, or PA responding proposals;
- Contributions to Development of Policies and Procedures - Provides data gathering and analysis to the development of policies and procedures. Resources to be managed will be determined by each department reflecting the quantitative measures in the Classification Matrix for Sponsored Research Administration.
- The incumbent will perform Fund Management duties as outlined below: of Proposals Submitted: 7-25 $ Amount of Proposals Submitted: $8-20M (total costs) % of Proposal Types: 70% Unsolicited, RFA, 30% Contracts, Cost-sharing of Awards Managed: 15-30 $ Amount of Awards Managed (separate direct and indirect costs): $4M (direct cost); $1.5 (indirect cost) % of Award Types: 75% Standard, 25% Subaward, Cost-Sharing, Contracts Post award reporting complexity: varies based on the funding agency such as Federal; NIH, NSF and state as well as private. of PI's supported: 10+ Additional complexity/workload responsibilities: General Campus Compensation Plan (GCCP), Faculty Salary Exchange Program (FSEP) and Sabbatical, Faculty Start-up and faculty generated account, UCPath funding entry.
QUALIFICATIONS
- A Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
- Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
- Ability to manage a high volume of transactions.
- Ability to perform moderately complex financial analysis and customized reporting.
- Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.
- Maintains current knowledge of compliance regulations in all areas of research administration.
- Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
- Effective problem solving skills.
- Knowledge of OMB circulars such as Uniform Guidance, and principles of cost accounting standards, including allowability, allocability, and reasonableness, state, local, sponsor and institutional regulations, policies, and guidelines.
- Ability to work in a fast paced environment with overlapping deadlines and short lead times and maintain a high level of attention to detail, and ability to work with a high degree of accuracy and follow through.
- Experience working with computer and information management systems. Strong computer skills in a PC environment using various business software programs (spreadsheets, word-processing, and databases) with a willingness and ability to update and increase skills and knowledge as needed.
- Knowledge of common sponsored award mechanisms and skills to gather and analyze resource data from various sources.
- Willingness and demonstrated ability to embrace and consistently uphold the principles of community for a collaborative work environment.
- Experience working in a university or related environment. Ability to interpret and apply university policies and procedures regarding purchasing, return goods, travel, disbursements, inventory, and audits.
- Excellent interpersonal skills including tact, diplomacy and flexibility. Ability to work independently and/or in a team framework in conjunction with principles of community. Ability to work effectively with a diverse population, including faculty, staff, students and the business community.
- Excellent verbal, written, and electronic communication skills that facilitate professional, effective, and courteous interaction with a diverse population. Ability to maintain confidentiality as required.
- UCSD Research Administrator Certificate Program
- Working knowledge of or familiarity with other UCSD Core administrative computer systems, such as Kuali, UCPath, Concur, and Oracle Financial.

This position has been identified as a Mandated Reporter pursuant to the California Child Abuse and Neglect Reporting Act (CANRA) and requires immediate reporting of physical abuse, sexual abuse, emotional abuse, or neglect of anyone under the age of 18. It is the responsibility of the Mandated Reporter to ensure that they obtain proper training in order to fulfill their reporting responsibilities as required by the California Child Abuse and Neglect Reporting Act and University policy, and to complete and submit the required reports to the UC San Diego Police Department without delay.
Pay Transparency Act Annual Full Pay Range: $72,809 - $106,050 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $34.87 - $50.79
