Job Summary
Provides direct supervision typically to professionals or skilled technical employees. Functions as advisor to unit and administration. Analyzes and resolves problems, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas) and demonstrates solid subject matter knowledge. Exercises judgment within defined procedures and policies to determine appropriate action. Supervises staff to assure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.
Involves providing analytical, financial and training activities in support of contract and grant proposal development, grant-writing, funding, administration, and budget development. Activities may include pre-award proposal initiatives, management of funds post-award, and closeout activities for federal, state, local and private sponsors. Involves activities associated with analyzing research funding trends and sources, forecasting, planning, and managing of research portfolios by performing some or all of the following: coordinating and identifying and developing and / or presenting proposals, contracts and other agreements; reviewing proposals to ensure institutional compliance and program success; negotiating, administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; and sub award / subcontract issuance and administration.

- Bachelor's degree in related area and / or equivalent experience and training within academic institution.
- Experience leading contracts and grants personnel.
- Experience representing organizations effectively and the ability to work cooperatively with all levels of staff within an academic institution.
- Experience building relationships with a broad range of people.
- Experience building and/or using communication networks that allow for quick, appropriate and accurate distribution of relevant information; give and receive feedback constructively.
- Experience building effective relationships with colleagues at all levels and in all areas of campus; collaborate with others to develop a strong and productive work team; share knowledge and resources and encourage the same of others.
- Skills to assimilate, analyze, implement, and monitor compliance with campus and departmental payroll and personnel policies and procedures.
- Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
- Ability to manage high volume and complex transactions.
- Ability to perform highly complex financial analysis and customized reporting.
- Thorough knowledge of policy and its interpretations.
- Proficiency in use of common desktop / web applications.
- Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
- Demonstrated leadership and management skills necessary to provide effectiveness in addressing issues related to the operation of a large, multi-site, complex academic science department in an institution of higher education.
Preferred Qualifications - Knowledge of University accounting.
- Knowledge of University payroll (Davis Campus and UCDHS).
- Knowledge of personnel and benefits policies and procedures.

Department Overview The Department of Pathology and Laboratory Medicine is a large, diverse, multi-site department whose mission is to be scientific leaders who promote excellence through clinical diagnostics, next generation innovation, collaborative discovery and world class education in service to all communities. UC Davis is leading the way in diagnosing, treating, and ultimately preventing disease. Pathology brings these tools together with education and patient care to transform the field. This position sets the highest standards for professionalism and administrative competency as the department continues a period of growth and restructuring. The department has over $12 million in external research funding which supports multi-disciplinary research in neuroscience, cancer, computational pathology, and healthcare delivery science, and co-leads the Center for Diagnostic Innovation. Education is provided at many different levels, including highly ranked required courses and electives for medical students, 13-person residency program, 6 fellowships, and participation in graduate programs. Departmental academic operations are conducted within central administrative offices in various locations at the Medical Center in Sacramento and in research space on both the Sacramento and Davis campuses.
