Job Description Iowa Workforce Development is seeking applicants for the position of Reemployment Services and Eligibility Assessment Career Planner.
Domicile will be determined based on the hired candidate's location at one of our IowaWorks centers.Position Description Iowa Workforce Development (IWD) is seeking to hire a motivated candidate to provide all required Reemployment Services and Eligibility Assessment (RESEA) program components to RESEA participants during all RESEA appointments.
Job responsibilities include but not limited to: In this role the RESEA Career Planner will ensure that all necessary components of the RESEA program are provided to participants during each RESEA appointment. Review the status of unemployment insurance (UI) claims with claimants and direct any issues to the appropriate staff member. Deliver required RESEA information to claimants and confirm that work search requirements are being fulfilled and properly documented. Explain, promote, and discuss workshops at the One-Stop Center, and register claimants to attend these sessions.
The RESEA Career Planner will conduct electronic file searches to match applicants' qualifications with employer job order requirements, refer qualified candidates accordingly. Assist in completing a valid work registration in the database system and collaborate with customers to create or update their Individual Service Plans. Complete and provide claimants with a RESEA Agreement of Participation outlining their obligations. Facilitate workshops for customers participating in system programs and services, and update content as new information becomes available. Accurately document all services, appointments, and other relevant information in the database system.
As a RESEA Career Planner you will carry out essential unemployment insurance (UI) activities by adhering to unemployment administration rules and Iowa law when assisting customers with filing UI claims and addressing their questions and concerns. Send the appropriate documentation and notices in a timely manner to facilitate positive outcomes. Keep all documentation related to UI decisions well-organized and maintained. Ensure that UI claims remain active and that their statuses are current. Review previous UI claims for any past or ongoing adjudications and utilize the database system to examine salary histories. Cross-reference information across database systems to verify that personal identification details match. Resolve any issues within claims in compliance with all UI regulations and provide customers with information regarding UI appeals when necessary. Prepare and participate in all UI appeal hearings related to issued adjudication decisions.
The position involves educating customers about the services offered at the IowaWORKS location. Responsibilities include assisting customers with inquiries regarding employment opportunities and local employers. The role requires facilitating computer use, including internet searches, accessing print resources, troubleshooting technical issues, and providing tutorials. Additional tasks include sharing information on labor market trends, educational options, and career exploration, as well as guiding customers in writing resumes and utilizing both self-help and assisted services available at the Workforce Center.
The role also involves coaching customers in all aspects of the job search process and helping them develop their personal and job-related skills to achieve successful employment. Additionally, proficiency tests and skill assessments may be administered as needed to support customers in their job search efforts.
The RESEA Career Planner will greet customers promptly upon their entry into the IowaWORKS Center, following established greeting standards and scripts, while welcoming each customer in a friendly and professional manner. This position requires demonstrating courtesy, respect, and politeness in all interactions with both internal and external customers. The individual will ask appropriate questions to assess the services customers are seeking or need.
Building effective and respectful relationships with coworkers and partners is essential, as is collaborating within the One-Stop system to enhance the overall customer experience. The role includes providing feedback and proposing potential solutions to the team and leadership. Additionally, during periods of high call volume, the individual may assist by answering the UI Benefits Customer Service line.

Minimum Qualification RequirementsGraduation from an accredited four-year college or university;
OR
an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
