Earth Systems is seeking a Regulatory Program Manager who is an Environmental Engineer focusing on environmental regulations and compliance, and with five years of experience in environmental consulting, to join our Bismarck, ND team. This role involves a blend of technical field work and analytical office work, supporting projects across North Dakota and surrounding regions. The ideal candidate will either have or have the ability to obtain a North Dakota Professional Engineering License (PE or EIT) in short order and is looking for a technically challenging role with opportunities for growth, leadership, and impact.
This is a full-time position reporting to the Bismarck, ND, office. We will be talking to candidates who live in either ND, SD, MT, WY, MN, and have the environmental regulatory expertise for North Dakota.
Key Responsibilities
Site Investigation & Remediation
- Conduct Phase I and II Environmental Site Assessments (ESAs), including soil, groundwater, and vapor sampling
- Develop and implement remedial action plans, evaluate remedial alternatives, and assist in system design
- Operate and maintain remediation systems, perform system evaluations, and optimization
Technical Analysis & Reporting
- Perform data interpretation, QA/QC reviews, and prepare detailed technical reports
- Knowledgeable in 40 CFR 112, OOOO, OOOOa, OOOOb / SPCC, and oil and gas air regulations
- Knowledgeable in SWPPP and stormwater discharge
- Prepare regulatory submittals, including SPCC Plans, SWPPPs, and corrective action plans
- Maintain awareness of state and federal environmental regulations, and ensure compliance in all project phases
- Familiarity with waste management
Project & Task Management
- Coordinate with clients, subcontractors, and regulatory agencies
- Oversee field staff, subcontractors, and emergency response activities when needed
- Develop project scopes, cost estimates, and work plans, and manage timelines and deliverables
Mentorship & Growth
- Support junior staff development by providing technical guidance and field oversight
- Engage in continuing education and industry involvement to stay current with evolving practices
Qualifications
- B.S. in Environmental Engineering or related field (Civil, Chemical, etc.)
- Minimum 5 years of consulting experience with environmental site investigations and remediation
- Strong technical writing and communication skills
- Solid knowledge of hydrogeology, contaminant transport, and environmental chemistry
- Experience with oil & gas sites (gas plants, compressor stations, and well pads)
- Experience with AutoCAD
- Understand tank inspection requirements
- Minimum 2 years of experience with project management
- Current OSHA 40-Hour HAZWOPER certification (or ability to obtain)
- Valid driver's license and ability to travel to local project sites
- Have or the ability to obtain in short order a North Dakota Professional Engineering License
