Salary: $121,409.60 - $154,960.00 Annually

The Public Works Department is accepting applications to fill one full-time Regulatory Compliance Manager II vacancy in Santa Barbara.

Under direction, oversees staff performing work in a highly regulated environment including establishing regulations, monitoring compliance, and/or taking enforcement and corrective action in areas such as: environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production, environmental sensitivity and habitat restoration, environmental mitigation, and records management; coordinates assigned activities with staff in other divisions and departments; provides highly responsible and complex staff assistance and administrative support to executive management staff; and performs other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED
Typically reports to a Level III manager. Provides direct supervision to two or more individuals within a program. Exercises direct and indirect supervision over assigned professional, technical, and administrative staff.

The Ideal Candidate possesses :
•  Experience preparing reports for regulatory agencies
•  Experience with air toxic emissions and modelling
•  Experience with landfill gas collections and emissions monitoring

•  Strong understanding of best practices in performance management Examples of Duties
•  Serves as a member of the County's management team by planning, organizing, coordinating, and directing the activities in areas such as: health and environmental inspection program administration, records management unit, or compliance and enforcement.
•  Establishes annual goals and priorities, influences the direction for new or revised services, programs, processes, standards, or operational plans, based upon the County's longer-term strategies.
•  Plans, coordinates, and evaluates environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production; environmental sensitivity and habitat restoration, and environmental mitigation programs and projects.
•  Serves as a subject matter expert and uses technical and analytical expertise to develop findings.
•  Manages inspection, enforcement, analysis, and related program and project management activities.
•  Ensures program and project operations comply with regulatory agency and environmental law requirements and standards related, but not limited, to air quality, storm water quality; groundwater quality; under and above ground storage tanks; and hazardous, regulated, and solid waste management.
•  Develops and negotiates contracts and agreements; coordinates with regulatory agencies to negotiate restoration terms and conditions; establishes internal and external partnerships; convenes, facilities and/or attends task force, committee, and related meetings; and responds to inquiries and requests from County staff, vendors and the general public.
•  Researches, analyzes, develops, and reviews studies, allocations, and related reports, contracts, proposals, materials, presentations, and other documents; and develops and makes recommendations to higher-level staff.
•  Develops, implements, and evaluates services and programs to ensure adherence to strategic and performance goals; manages work systems and processes; maintains and updates procedures; researches trends and best practices in area of assignment; and recommends and implements operational and /or program changes.
•  Develops and administers budgetary and procurement processes; manages contracts; researches and analyzes financial information; makes resource allocation recommendations; and implements resource allocation decisions.
•  Troubleshoots and resolves program or work unit issues and keeps higher-level management informed of issues/resolution.
•  Oversees the preparation of or prepares contracts, reports, records, plans, and other documents involved in managing the area of assignment; oversees and participates in the research and analysis of policy and related information; and makes recommendations to higher-level management staff.
•  Supervises management, professional, paraprofessional, and support staff; and is responsible for conducting performance evaluations, employee development, hiring, discipline, and termination procedures.
•  Coordinates work with the general public, County staff, and external agencies; may represent the County on various professional committees; and may prepare and make presentations to the public, elected officials, boards, and other stakeholders.
•  Performs other related duties as required. Employment Standards

The knowledge, skills, and abilities listed below may be acquired through various types of training, education, and experience. A typical way to acquire the required knowledge and abilities would be:
•  Equivalent of a bachelor's degree from an accredited four-year college or university in environmental, biological, or physical science; business or public administration, or related field AND ,
•  Five (5) years of progressively responsible experience in air quality, engineering, and/or solid waste, or a related field, including at least two (2) years as a supervisor or manager. Licenses and Certificates
For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

•  Principles, practices, and techniques of regulatory compliance in a public agency setting including environmental, health and safety compliance programs and projects related to waste management services, water and air pollution control, biogas energy production; environmental sensitivity and habitat restoration, and environmental mitigation including the interpretation of laws, regulations, policies, and procedures.
•  Principles and practices of environmental health in relation to water and hazardous materials compliance.
•  Principles and practices of landfill/biogas collection and control systems.
•  Principles and practices of stormwater management and hydrology.
•  Principles and practices of permit compliance and compensatory mitigation.
•  Principles and practices of environmental monitoring techniques, methods, and quality assurance procedures.
•  Principles and practices of geographical information systems (GIS) software, business intelligence (BI) tools and SQL server databases.
•  Principles and practices of the administrative civil penalty process.
•  Principles and practices of planning and conducting inspections and investigations.
•  Principles and practices of public administration and program management, including strategic planning, implementation, and evaluation.
