Summary South Texas Veterans Health Care System (STVHCS) is comprised of seven primary care outpatient facilities: North Central, Shavano Park, Balcones Heights, South Bexar, Audie Murphy, Northwest Health Care Center, Kerrville, and Victoria. STVHCS serves one of the largest primary service areas in the nation. We are seeking a Registered Nurse who will provide nursing/administrative support for the Primary Care/Specialty Clinics Responsibilities The primary base location for this position will be located at the Audie L. Murphy VA, TX. The RN will consistently be able to fulfill the standards of Nursing Practice in accordance with established policies and procedures of the Department of Veterans Affairs and Nursing Service. The specialty care clinics located at Audie Murphy include: 1G/1A Medical Specialties (Hepatology, ALS, Neurology, Pulmonology, Rheumatology, GI, Renal, Endocrine, Diabetes, Hem/onc), Allergy, Dermatology, Cardiology (2C), Primary Care Complex Pain Clinic, Occupational Health, and the Infectious Disease Clinic in which Patient Aligned Care Team (PACT) principals are utilized. the Internal Medicine Clinic (IMC), CLC PACT, and Immunosuppression Clinic in which Patient Aligned Care Team (PACT) principles are utilized. The specialty clinics include: 1G/1A Medical Specialties, Allergy, Dermatology, Hepatology, Infectious Diseases, Cardiology, Primary Care Complex Pain Clinic, and Weight and Metabolic Disorders. As the Assistant Nurse Manager, incumbent will work in collaboration with the Nurse Manager for the Primary/Specialty Care Clinics located at Audie Murphy. Incumbent will assist in the daily nursing oversight for the Clinic to include staffing assignments, clinical issues, patient complaints, etc. The incumbent will function as a supervisor and assume accountability for the clinical operations of the designated clinics. This includes the management, supervision and evaluation of care delivered by nursing and other allied health care staff. The incumbent is responsible for contributing to the implementation of evidenced-based nursing practice. In collaboration with the Nurse Manager, the incumbent will lead/delegate group activities to solve problems or accomplish specific tasks. The incumbent will serve as a role model in the delivery of comprehensive patient/family care and utilize problem-solving skills to minimize or eliminate barriers to high-quality patient care delivery. The incumbent will manage and validate staff competencies, organize educational activities, provide coaching/mentoring to improve performance. Manage employee orientation, annual competency assessments, mandatory TMS training, and maintain staff education folders. The incumbent will assist the Nurse Manager with staff's performance evaluations, Individual Development Plans, sick leave reviews, and staff meetings. The incumbent will communicate and monitor staff compliance with Performance Measures, Policies/SOPs/Protocols, Regulatory Compliance Standards, Patient Safety, Quality Management/Process Improvement activities, and Pathway to Excellence. The incumbent will participate in activities to improve SAIL metrics, EQM metrics, customer service, and staff satisfaction. May be required to prepare action plans as related to SAIL metrics, Specialty Specific SHEP, Ambulatory Sensitive Conditions, Clinic Utilization, and Disease Management. This position is 60% clinical and 40% administrative. In the clinical role, the incumbent will perform a wide range of clinical/administrative duties, be expected to work in all areas, and will utilize nursing skills when assessing and triaging unscheduled patients as walk-ins, over the phone or secure messaging. Assures current, comprehensive, and timely documentation is contained in the patient's medical record and any other pertinent records. Uses the nursing process, evidence-based practice, and effective communication to collaborate with healthcare providers, family/caregiver, internal VHA and community based services and disciplines involved in providing care to the patient in developing the patient-driven holistic care plan for life. Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
