Place of Performance: The work to be performed under this contract will be at Naval Hospital Jacksonville and associated branch medical clinics within a 50-mile radius of the assigned MTF. Hours of Performance: Normally provide services for six 12.5-hour periods, (to include an uncompensated 30-minute meal break) and one 8.5-hour period (to include an uncompensated 30-minute meal break) per two-week period. In no instance will an individual HCW be required to provide services over 80 hours per two-week period. Minimum Requirements: Degree/Education: Possess a Baccalaureate Degree in Nursing, a Graduate Diploma in Nursing, or an Associate Degree in Nursing, from an accredited agency such as the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE). Certifications: Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS) and Pediatric Advanced Life Support (PALS). Experience: Possess six months of experience within the preceeding 24 months working in an inpatient behavioral health unit. Board Certification: None Licensure: Possess and maintain a current unrestricted license to practice as a registered nurse in any one (1) of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam or the U.S. Virgin Islands. Legal Authorization to Work in the United States: HCW's performing under this contract must be a US Citizen. Provide two (2) letters of recommendation from practicing physicians or peers attesting to his/her clinical skills. Reference letters must include name, title, phone number, date of reference, address and signature of the individual providing reference. Letters of reference must have been written within the preceding two years. Core Duties: Contractor personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties that apply to all personnel or across certain labor categories are given below. Duties that apply to all contractor personnel are as follows: Participate in peer review and performance improvement activities. Function with an awareness and application of safety procedures. Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events. Anticipate potential problems/emergencies and make appropriate interventions. Notify the supervisor, director, or other designated person regarding problems that the HCW is unable to manage. Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting. Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF. Participate in continuing education to meet own professional growth. Attend and/or comply with all annual training classes required by the Command, including but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training. Actively participate in the command's Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist. Participate in the provision of in-service training to clinic staff members. Provide training and/or clinical direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.). Attend and participate in various meetings as directed. Perform timely, accurate, and concise documentation of patient care. Operate and manipulate automated systems such as MHS Genesis, Clinical Information System (CIS), and Microsoft Office applications, and participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander. Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications. Exercise appropriate clinical delegation of tasks and duties in the direction and coordination of health care team members, patient care, and clinical activities. Maintain documentation of all treatment provided following clinic directives and prepare such records and reports as may be required. All records and reports must be legible. Abbreviations must be only those listed in local instructions. HCW duties in addition to Core Duties: Perform a full range of RN duties per assignment under the task order, including triage; patient assessment and monitoring; use of patient monitoring and treatment equipment; appropriate nursing care, procedures, and treatments; execution of physicians' orders within the guidelines of standard nursing practice; documentation of patient care and observations; and patient education and emotional support. Utilize sound psychiatric nursing theoretical and practical approaches in providing patient care. Assist in the management of the therapeutic milieu, providing structure, social support, patient education, safety, and social skills training. Monitor, escort, and/or act as a therapeutic participant in patient activities in the inpatient unit and outpatient psychiatric programs. Provide care for patients utilizing proper infection control and safety techniques as planned and/or ordered. Document per policy and notify the mental health provider or nurse in charge of any abnormal or unusual findings promptly. Provide therapeutic assessment and interview skills to elicit accurate and concise accounts of the patient's condition. Document patient care using proper terminology and per Military Treatment Facilities (MTF) policy. Utilize sound judgment and crisis intervention skills, including physical restraint, to prevent or reverse situations that may be potentially harmful. Follow command and unit specific polices for Seclusion/Restraint, elopement, and management of the assaulted patient. Maintain information of psychotropic medications including actions, side effects and common dosages. Follow command policies and procedures for the administration and documentation of scheduled and as needed medications. Inform the mental health provider or nurse in charge of any errors, discrepancies, or adverse patient reactions. Screen patients to determine presenting problems and priority of appointment. This may include telephone triage or in-person evaluation. Perform basic assessment procedures, including initial screening evaluation and standardized psychological testing. Assist credentialed providers with identifying mental health diagnosis and treatment strategies, as well as providing patient education. Assist in providing specialized treatment and rehabilitation of mental health patients. Assist in conducting individual and group therapy sessions. Observe, monitor, report and record patient interaction and progress. Institute precautionary measures to prevent patient injuries due to suicide, homicide or elopement. Perform verbal and manual restraint and apply mechanical restraints as needed. Present or facilitate a variety of health and wellness programs, including stress management, suicide intervention and smoking cessation. Conduct various programs in support of the clinic. Coordinate with other base agencies and MTFs regarding specialized care, treatment, and administrative functions. Contact military or community agencies to obtain collateral information. Explain and interpret mental health services and procedures to access care to patients and commands. Assist in or arrange for patient referral to other facilities for alternative level of care. Provide care to mentally ill or emotionally disturbed patients and participate in rehabilitation and treatment programs. Measure and record a patient's general physical condition, such as pulse, temperature, and respiration to provide daily information. Observe patients to detect behavior patterns and report observations to medical/nursing staff. Complete the restraint training course that is provided by the MTF upon arrival and annually.
