For further information about this vacancy contact: Linda Brockhaus Human Resources Department Ph: Fax: MINIMUM QUALIFICATIONS: Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state plus two years of professional nursing experience. SUBSTITUTIONS: A baccalaureate degree in nursing will substitute for one year of the required experience. A master's degree in nursing or public health will substitute for one year of the required experience. Specialized degrees less than a doctorate will substitute for a maximum of one year of the required experience. A doctorate in nursing or public health will substitute for the two years of the required experience. NOTE: Any college hours or degree must be from an accredited college or university. FUNCTION OF WORK: To provide professional nursing care to patients/clients or to provide education to nursing or medical staff. LEVEL OF WORK: Advanced. SUPERVISION RECEIVED: General from a Registered Nurse Supervisor A or B, but may receive supervision from other higher level personnel. SUPERVISION EXERCISED: May provide functional supervision over lower level nurses and/or paraprofessional personnel. LOCATION OF WORK: Statewide. JOB DISTINCTIONS: Differs from Registered Nurse 2 by the presence of advanced level duties and/or serving as the leadworker. Differs from Registered Nurse 4 by the absence of specialized clinical duties for a specific patient set, serving as the assistant supervisor in a public health setting, or serving as the coordinator of training/education programs. EXAMPLES OF WORK: EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED. Performs all nursing duties required of professional nurses and serves as a leadworker to lower level professional nurses and paraprofessionals. Refers clients to other appropriate community agencies and physicians as necessary. Provides skilled monitoring for patients requiring sophisticated biomedical equipment, i.e., ventilators, volumetric pumps, cardioscopes. Interprets complex data, i.e., blood gases, chemistric or other lab profiles, and implements intervention based on interpretation. Evaluates nursing care delivered by other nursing staff in assigned area on a shift and provides on-site directions. Assists in developing and implementing treatment plans for patients/clients. Makes recommendations to a treatment team regarding hospitalization or continued outpatient care based on assessment of the patient's mental, emotional, and physical condition. Conducts initial intake interview and assessment of patients/clients. Provides supportive counseling and crisis intervention for individuals and their families. Formulates and reviews nursing plans of care for all patients in assigned area and ensures that treatments and therapies specified in the plans are carried out. May audit charts on a regular basis to evaluate nursing care for quality assurance. May serve as recruitment liaison with schools of nursing, nursing organizations and job fairs. Assesses clinical education and patient/client teaching needs utilizing a variety of methods. Participates in data collection for research and study purposes. Provides general orientation for new personnel. Develops on-the-job training programs for the nursing department. Coordinates training program with area universities and vocational schools. Develops and designs educational materials, tests, audio-video resources, etc. PUBLIC HEALTH OPTION: To serve as lead worker over professionals and paraprofessionals with full time programmatic responsibility in one or more health programs. Provides professional nursing care to individuals, families and communities in public health program clinics, communities, shelters and/or any additional sites designated for public health services. Conducts nursing assessments in the clinic, field, shelter, and/or home visits on infants and children for physical assessments, obtaining medical histories and enforcement of recommended health protocol. Instruct patients on prevention and health maintenance; instructs on specific health conditions. Refers patients to other community resources for treatment and assistance. Conducts quality assurance and audit reviews, utilizing the Continuous Quality Improvement process to assure a competent health and personal health workforce in systematic evaluation of needed skills, the establishment of standards of performance, and the establishment and maintenance of policies and procedures. Coordinates access to care for vulnerable populations. Performs case management activities utilizing a nursing process of assessment, planning, intervention, and evaluation with assigned families. Schedules and conducts appropriate home visits and refers to community health-care organizations that focus on parental, child health and life development. Uses a Management Information System to manage data, to track family characteristics and needs services provided, and the progress toward program objectives. Provides health education to individuals/groups regarding health risks and strategies for promoting/protecting their own health, self-care and nutrition. Obtains Pap Smears, blood samples, and other specimens for analysis. Interprets laboratory results for appropriate intervention and follow-up according to established Program, OSHA and CLIA protocol. Administers immunizations and other medications; enters data of vaccines administered into LINKS computerized system. Participates on Immunization Response Teams. Provides professional nursing care and leadership in response to emergency situations in the community and statewide on a 24-hour basis. Ensures emergency care equipment is available and in working order. Maintains CPR certification. Participates and collaborates with Disease Intervention Specialists in the contact investigation, treatment and education of individuals infected with communicable diseases. Evaluates the effectiveness, accessibility and quality of personal and population-based services by the collection and maintenance of data. Responds to emergencies and public health/bioterrorist threats on a 24-hour basis.
