Overview
The Regional Program Procurement Manager reports to the Sr. Director of Supply Chain and contributes to the competitiveness and profitability of our programs by developing regional and local sourcing strategies through the best overall total cost solutions. The role involves deploying to sites for phase-in and out activities for task orders, including staff training on the acquisition process and closing out files. The manager will collaborate with the Global Procurement Center and Strategic Sourcing to develop regional-local agreements that enhance service through blanket purchase agreements, requirement contracts, and IDIQ contracts. Responsibilities include providing direct support to the program, acting as a liaison for Supply Chain to task orders, conducting onsite meetings, expediting, and tracking deliveries. The position requires strong business acumen, proven cross-functional teamwork, experience with remote teams, and solid negotiation skills. Excellent communication and leadership skills are essential to interface effectively with suppliers and subcontractors within assigned regions. Willingness to learn and understand company procurement policies and self-educate beyond on-the-job training is also required.
Experience working with international companies unfamiliar with US Government prime contracts is necessary, along with patience and coaching abilities. The candidate must quickly process and analyze large data volumes, with proficiency in Excel being essential. A minimum of 10 years' experience in a business capacity is required. The role demands the ability to work independently in a high-paced, demanding environment with minimal errors and to adapt to changing priorities with little notice. The candidate must protect V2X's legal and financial interests during all discussions and interactions, support audits, and provide program support to internal and external customers, operating under the guidance of the Supply Chain organization and the Corporate Purchasing Manual.
Responsibilities
- Manage procurement actions and tasks for assigned areas.
- Qualify suppliers, issue RFPs, evaluate proposals, document cost and price analyses, execute subcontracts with appropriate clauses, terms, and conditions, and maintain compliant files per FAR guidelines.
- Deploy to locations with short or little notice.
- Identify and develop business partnerships supporting the mission.
- Coordinate with other functional areas on startups and closeouts; prepare responses to customer correspondence and requests.
- Perform procurement activities related to materials and services purchase orders.
- Establish relationships with key vendors/subcontractors.
- Resolve vendor issues that could hinder performance or cause delays.
- Track and expedite material requests from the program.
- Procure items from local vendors using the company purchase card.
- Apply specialized knowledge to solve lower complexity problems.
- Prioritize, schedule, organize, and complete work efficiently.
- Identify reliable suppliers and assist with onboarding into the company system.
- Perform other duties as assigned.
Qualifications
- Education/Experience Requirements
- Experience
- At least three (3) years' experience in a professional business environment.
- Preferably two (2) years' experience with contracts or subcontracts.
- Desirable but not mandatory:
- Experience working with US-based firms in Korea.
- Experience managing contracts, subcontracts, or material purchases supporting a US Government prime contract.
