General Description

The Recreation Programs Coordinator is responsible for implementing recreational programs such as youth summer camp, senior events and activities, classes at the Recreation Center and events with small partnerships for citizens of all ages for the City of Casselberry. The Recreation Programs Coordinator performs work independently within established policies and procedures.
Examples of Essential Functions

    1. Provides direction and coordination of programs and special events activities for the City. (50%)
      1. Coordinates marketing, program development, budget management, audio/visual requirements, set up, media coverage, permitting requirements, legal and security requirements, risk management requirements and other event related logistics for special events, such as monthly food truck events and smaller city events.
      2. Maintains a comprehensive calendar of events within the City.
      3. Partners with community members and sponsors to organize and implement community-based events and offset costs of events.
      4. Collects, receipts and accounts for fees associated with the City's special events programs.
      5. Negotiates contracts with program instructors and musicians/and or their managers.
      6. Responds timely to customer requests and work orders.
      7. Collaborates with the Finance Department to ensure compliance with all financial policies as relates to job responsibilities.
      8. Coordinates with Parks Maintenance Division regarding maintenance and preparation of event locations.
      9. Follows all City and Departmental policies, procedures, rules and regulations.
      10. Ensures compliance with all federal, state, local, and City rules, regulations, and practices related to safety.
    2. Provides supervision and administration of summer camp. (30%)
        1. Recommends the hire of and supports camp counselors for summer camp. Works with and oversees counselors in a supportive manner.
        2. Coordinates the recruitment of children for summer camps and handles all pertinent paperwork for administration.
        3. Creates and administrates the weekly programming for the camp counselors. Plans daily camp schedule and activities.
        4. Greets families and campers upon arrival and orientates them to camp.
        5. Assigns counselors to specific tasks and manages their performance.
        6. Establishes rules with campers and staff and reviews emergency procedures.
        7. Purchases camp supplies, staying within supply budget.
        8. Disseminates brochures, external newsletters, email marketing and other marketing collateral.
        9. Assists in the preparation of City publications and informational brochures.
        10. Files records and provides database management and media support.
        11. Serves as a liaison to other departments in the City when it pertains to summer camp.
        12. Manage any issues that may arise including, but not limited to, camper behavior issues, parent complaints, etc.
    3. Other responsibilities (20%)
      1. Supports and exemplifies the City's identified core values, supports the mission and assists the City to attain its vision and goals through the efficient operation of assigned employees and/or departments.
      2. Carries out responsibilities in accordance with the organization's policies, procedures and applicable laws, including employment laws.
      3. Collaborates with HR in accomplishing employee selection, and training.
      4. Plans, assigns and directs work of Recreation Specialist, seasonal employees and summer camp counselors.
      5. Oversees and ensures that the required Department/Division orientation and training and applicable on-the-job training is completed.
      6. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
      7. Follows safe working practices and has a working knowledge of safety practices and procedures.
      8. Develops, recommends, and implements the fiscal budget process of assigned division for upcoming year(s). Monitors budget investigates variances and reports on findings to supervisor.
      9. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
      10. Adheres to laws, regulations and policies of the City and of the assigned department. Follows instructions provided by supervisor, Department Director or their designee.
      11. Participates in department meetings, staff meetings and other related activities.
      12. Maintains, preserves, retains and disposes of public records according to FS Chapter 119.
    4. Emergency Management Role
      1. Participates as a member of the City staff as required to take action in the event of an emergency.
      2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee.

Typical Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
  1. Education and Training: An Associate's degree (A.A./A.S.) in Recreation, Special Event Planning, Marketing or related field is required. A comparable combination of education and experience may be considered.
  2. Experience: A minimum of up to three (3) years' experience in recreation, youth camps and/or related field is required.
  3. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  4. Security Clearance: Florida Department of Law Enforcement background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge of local, state and federal regulations affecting work.
  • Knowledge of departmental rules, policies and procedures.
  • Knowledge of recreation, youth camp, public relations, event coordination and communication practices.
  • Knowledge of the principles, theories, philosophy, and fundamentals of marketing, promoting and advertising programs, events and facilities.
  • Knowledge of facilities and materials required to carry out recreation programs and events.
  • Knowledge of marketing and promotion management associated with service-related activities and community involvement.
  • Knowledge of basic supervisory practices and procedures.
  • Knowledge (basic to intermediate level) of Civic Rec or similar recreation management software system.
  • Knowledge of safety guidelines for events and recreational activities.
  • Ability to create a positive image to the public relative to marketing and event programming.
  • Ability (intermediate to advanced level) to utilize Microsoft Office Suite, e.g. Outlook, Word and Excel.
  • Ability to deal with stressful conditions in a calm and professional manner.
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to operate a motor vehicle.

A. Work Environment: This position performs the duties primarily in an office setting, however, while setting up and attending events work is performed in a field setting. The noise level in the office work environment is moderate; the noise level in the field setting is loud. While in the field setting, this position is also frequently exposed to various weather conditions.

B. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, time sitting, using hands to handle or feel, and reaching with hands and arms. In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
