Job Description GENERAL PURPOSE Develops the planning, promotion, organization, scheduling, implementation, evaluation and supervision of special events and public programs, and events targeting all residents of the City of Killeen.
SUPERVISION EXERCISED Serves in a direct supervisory role over recreation assistants and other support staff involved in special events and public programs.
Essential Duties CORE COMPETENCIES: Responsible for the development, planning, scheduling, organizing, implementation and supervision of various activities and events. This includes overseeing the set-up of facilities for programs and special events, overseeing daily activities, coordinating staff and volunteers, and scheduling facilities and equipment.
Responsible for assigning tasks, providing training and guidance, monitoring performance, conducting performance reviews, and making recommendations regarding hiring, termination, and disciplinary actions for supervised personnel.
Ensures recreation assistants adhere to department policies and procedures, and maintain order and safety during program operations.
Evaluates staffing needs and makes recommendations to the Recreation Manager regarding additional recreation assistant support required to successfully deliver events and activities.
Supports the City of Killeen Youth Advisory Commission and assist in the events programming.
Liaisons with other departments and outside organizations in partnering and developing programs to support Killeen residents including volunteer activities, physical fitness programs, seasonal special events such as the Fall Fest and Farmer's Market.
Prepares and maintains various reports, records, schedules, marketing, and outreach plans. Operates computer registration system and provides customer service.
Maintains order, ensures the safety and well-being of program participants and facilities. Enforces policies and procedures. Communicates with program participants.
Provides direct leadership for assigned program, these may include special events, and family and social activities. Performs community outreach, research alternative funding sources such as donations, grants, and community partnerships to support assigned programs.
Drafts and implements annual operating budget to ensure compliance with city policies and procedures.
Ensures expenditures are done in compliance with approved budget and do not exceed available funding.
Maintains statistical data on program participation.
Completes evaluations and surveys and maintains records as required.
Maintains inventory of supplies and equipment.
Prepares and recommends program budget requests, cost estimates, and justifications for needed equipment, supplies and personnel and makes proper purchases.
Develop, implement, and enforces policies and procedures for staff, instructors, volunteers, and public.
Handles/manages emergency situations.
Performs a variety of miscellaneous duties such as answering phones, typing correspondence, running errands, picking up supplies needed for activities, conducting activities for participants, and making arrangements for projects.
Possesses and maintains a valid driver's license and comply with City of Killeen driving policy.
Maintain and promote a professional, positive, public image of Killeen Parks and Recreation by being visible in the community. Serves as a member of various city employee committees, as assigned.
Assists staff in the performance of their duties as required.

Required Minimum Qualifications EDUCATION AND EXPERIENCE: 1. Graduation from high school or equivalent; and,
2. Three (3) years' experience in public special events or activity planning/programming and customer/vendor relations; or,
3. Any equivalent combination of related education and experience.
KNOWLEDGE, SKILLS ANDABILITIES: 1. Considerable knowledge of working with special events, operations and techniques used in a comprehensive special events program for a municipality.
2. Ability to develop, coordinate and direct varied activities involved with special events, to establish and maintain effective working relationships with employees, supervisors, other agencies, participants, instructors, community leaders and the general public; ability to communicate effectively orally and in writing.
3. Ability to market and promote community events, day camps and specialty programs.
4. Must follow personnel procedures and policies.
5. Must have experience budgeting and with purchasing procedures.
6. Must effectively and tactfully deal with the public and various city departments.
7. Must be able to secure sponsorships and donations.
8. Working knowledge of the principles and practices of office management, work organization and supervision.
9. Ability to communicate effectively and follow verbal and written instructions.
10. Ability to maintain confidential information.
11. Maintains regular and punctual attendance.
SPECIALREQUIREMENTS - Must have a valid driver's license or obtain one by date of hire.
- Must have a Texas Driver's license within 6 months of hire.
- Must work some weekends and evenings.
- Flexibility to work nights and weekends on an as-needed basis.
- Flexibility to travel with youth on overnight trips as needed.
